Description
THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY Naval Air Warfare Center Aircraft Division (NAWCAD) intends to solicit, negotiate, and award a sole source contract to procure the services of two (2) stand-off jamming capable aircraft. The aircraft will bring the fleet the capability to disrupt radar and communications systems as they would occur in an Electronic Warfare environment. The aircraft will be utilized to train shipboard and aircraft weapon system operators aircrew tactics and procedures to counter potential enemy Electronic Attack (EA) threats. These training exercises are primarily located off the east coast, west coast, Alaska and Hawaii. The Government anticipates awarding this requirement on a sole-source basis to Phoenix Air Group. Phoenix Air Group's aircraft currently have Government Furnished EW systems installed that are capable of Opposing Force (OPFOR) airborne threat simulation in order to provide Opposing Force training during various levels of training exercises. Contracting new aircraft would result in duplication of costs, as well as an unacceptable delay of work. The anticipated period of performance for this effort will be five years from 1 November 2013 through 31 October 2018. This requirement is being procured under the Federal Supply Class/Service (FSC) code V121 and the North American Industry Classification System (NAICS) code 481219 with a size standard of $14.0M. This notice of intent is not a request for competitive proposals; however, all responsible sources may submit a capability statement which will be considered by the agency. Response(s) to this notice may be sent by mail to NAWCAD Contracts, Attn: Catrina Vitez, Code 2.5.1.12.10, Building 441, Naval Air Systems Command, 21983 Bundy Road, Patuxent River, MD 20670 /or/ by email to catrina.vitez@navy.mil. Responses must be received at the NAWCAD office no later than 4:00pm Eastern Time on 26 April, 2013 and must include company's name, point of contact, address, phone number, DUNS number, Tax ID, business size, and this notice number. Note: Contractors must be registered in the Central Contractor Registration (CCR) database to be eligible for contract award or payment from any DoD activity. A determination not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government is not committed nor obligated to pay for the information provided and no basis for claims against the Government shall arise as a result of this synopsis.
