- Overview of Solicitation Solicitation package to include: Signature Page, Schedule, Special Provisions, Statement of Work, General Provisions, & Instructions to Offerors. Layout of the site where the Carnival rides will be setup on Ramstein Air Base This is a nonappropriated fund purchase and it does not obligate appropriated funds of the United States Government. Nonappropriated funds are generated by the military community through the sale of goods and services and the collection of fees and charges for participation in military community programs. This purchase does not involve federal tax dollars. Concessionaire contract for 86th Force Support Squadron to operate a 1-Day Carnival on Kapaun Air Station on 4 July 2013.
