- Solicitation for End Item: C-130 Aircraft, NSN 1560 01 593 2295, PR 0049312568, FILTER, STRUCTURAL. Configuration Control applies, Critical Application item. Government First Article Test applies. Quantity: 181 each.. This procurement is a 100% Small Business set-aside. NAICS is 336413. This is a fully and openly competitive procurement after exclusion of sources. FOB: Destination, Inspection/Acceptance: Origin. Production delivery within 210 days AFAA. Export control specifications, plans, or drawings relating to the procurement described are available from the Government. Offerors must complete a copy of the solicitation in order to be considered for award. A copy of the solicitation will be made available via DLA Procurement Gateway at https://www.dibbs.bsm.dla.mil or http://12.3.216.20/home on 26 April 2013. From the DIBBS Homepage, select Search RFPs from the left-hand sidebar. Then choose the RFP you wish to download. RFPs are in portable document format (pdf). To download and view these documents you will need the lasted version of Adobe Acrobat Reader. This software is available free at http://www.adobe.com. A paper copy of this solicitation will not be available to requestors. All responsible sources may submit an offer, which will be considered. Automated Best Value System (ABVS)- The final contract award decision may be based upon a combination of price, past performance, and other evaluation factors as described in the solicitation. The solicitation document contains information that has been designated as "Militarily Critical Technical Data." Only businesses that have been certified by the Department of Defense, United States/Canada Joint Certification Office, and have a valid requirement may have a copy of the solicitation document. All requests for copies of the solicitation document must include a certified copy of DD Form 2345, Militarily Critical Technical Data Agreement. To obtain certification, contact: Commander, Defense Logistics Information Service (DLIS), ATTN: U.S./Canada Joint Certification Office, 74 Washington Avenue North, Battle Creek, MI 49017-3084 or call the DLIS at (800)-352-3572. The DLIS Unites States/Canada Joint Certification Lookup service is available via the Internet at: http://www.dlis.dla.mil/jcp. One or more of the items under this acquisition may be subject to an Agreement on Government Procurement approved and implemented in the United States by the Trade Agreements Act of 1979. All offers shall be in the English language and in U.S. dollars. All interested suppliers may submit an offer. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
