Description
The CONTRACTOR shall supply all supervision, labor, equipment, tools, and incidentals required to complete the work outlined in the statement of work section unless specified otherwise. The work under this project includes installing and testing panic alarm system at the Canandaigua VA Medical Center, 400 Fort Hill Avenue, Canandaigua, NY 14424. Project Description GENERAL SCOPE - The Work of this project is to upgrade and expand the existing Emergency Notification System (ENS) at the VA Medical Center 400 Fort Hill Avenue, Canandaigua NY 14424. This document provides an overview of the Work. The plans, specifications and balance of the Contract Documents must be consulted for the entire project content. The work includes equipment installation and upgrades while maintaining full ENS systems and communications for the entire Medical Center including 3-facility locations in Rochester, NY, at ROPC, Mt. Hope and Clinton Crossings. The project will provide 1- new and complete ENS system for all the listed Medical Center locations and facilities. Existing fully functioning ENS components capable of integration and meeting all the requirements of these documents may be used as described in the documents. EXISTING CONDITIONS A.A Bosch ENS Security Escort System was installed at the Canandaigua and 2-Rochester locations in 2010 - 2012. An existing Bosch system had existed at the ROPC facility and was combined into the overall ENS. B.Monitoring of alarms occurs at the operator's switchboard in Building 37 Ground Floor Communication Center. C.Building One and Nine have ENS coverage via receivers, duress push buttons and transponders. Receivers will be added in stairwell location per the Phase II requirements. D.Approximately 7 Parking Lots and exterior locations have duress push button systems. Signals are received at various building locations and connected to the ENS system via transponders. E.Two servers exist in a secure area in B20 with IS/IT connection to B37 Operators screen monitors. Transponders exist in IS/IT secure locations. Escorted access to these locations requires 48 hour advance scheduling by the contractor. FURNISH AND INSTALL - The Contractor shall provide an emergency notification system and components as described in the Contract Documents including the Plans, Specifications and Reports. The Work includes providing additional ENS equipment while maintaining full communications and life safety measures for the entire Medical Center. Work to include but not be limited to the following: A.Generally the work as specified will increase the campus ENS to areas not currently having coverage. Coverage will be increased via added interior building and exterior area receivers and components together with communication devices to upgraded computer servers and monitoring devices. In addition as specified, components and features of the existing ENS will be replaced and upgraded. There will be only one site visit prior to bid. Please make sure that you are able to send a representative to the site visit as the Contractor shall perform site inspection prior to bid and include all work necessary to complete the work. B.Furnish and install new panic alarm systems and equipment as indicated on the contract documents in addition to the existing including: -Main control panel with programmable logic and monitor screens fully capable of expanded service and state of the art features to serve entire campus. -The new system must be compatible with existing systems at Rochester Out Patient Clinic, Mt. Hope Day Treatment Center and Clinton Crossings. -Canandaigua Buildings for Pendant Locator Device receiver coverage exist in Building 1 and 9. Provide all system components for all additional buildings and exterior locations as shown and described on the drawing and in the specifications. Provide full capability tie-in to B37 Operators suite from the Canandaigua and Rochester locations. -Furnish and install components and equipment including but not limited to Receiver Units, Transponders, IS/IT Communications devices, Connecting cabling, Electrical connections, Penetrations and Fire stopping, Uninterrupted Power Supplies (UPS units), Rack and Shelving, Electrical power circuits, Breakers, Material and outlets, IT cabling and connections. Disturbed areas and finishes shall be restored to equal or better than pre-construction conditions. -Communications via VA LAN and Commercial IS trunk lines. C.Do not disrupt the existing Panic Alarm System. D.Furnish to the VA a quantity of 500 Pendant Alarm modules with lanyards. Batteries shall be documented current within 6-Months of transmittal to the VA. Provide training for use. E.The requirements for control panel reporting include graphic displays for alarm locations. Current graphic shall be updated. The contractor shall provide iterative graphics design and reviews for approval by the VA Engineering Representative. In addition to all Bosch ENS system features the upgrades shall include: -Zoom focus and scrollable to any location at the Canandaigua and Rochester locations. -Precise architectural features for rooms, room numbers, halls, stairs, exterior walkways, parking lots and acreage. -Mouse control of all features. -Multiple color feature identifications. -Architectural layout visual historical alarm records. F.The ENS System shall have the capability for managing multiple simultaneous alarms, be programmable, expandable regarding functions and quantities of alarm input, and have the ability to notify responding staff directly via cell phone and pager. G.Provide overall training for software program modifications and system use. TESTING, DEBUG, COMMISSIONING AND TRAINING - The contractor shall include and provide the items and services per contract plans and specifications as well as the following: A.The existing Bosch Security Escort systems shall be tested, updated and certified functional without system malfunction for 30 days. These locations include Security Escort Systems at all Canandaigua and Rochester locations whether newly installed or pre existing. The work of this contract shall include all upgrade to preexisting components to provide a fully function ENS Security Escort System as described in the contract plans and specification and inclusive of all Bosch ENS features. B.The work shall include all testing and upgrades required to verify 30 day functionality. Two existing computer servers in B20 shall be replaced with two new computer servers in B37 to provide service for the ENS and provide simultaneous software and data updating. One server shall be in service at a time with capability for automatic transfer to the other server. The servers shall automatically alternate duty cycles with a programmable frequency. All cabling and devices shall be provided for the computer server relocation. C.The contractor shall provide all personnel and equipment for testing. This procurement has been set aside 100% to Service-Disabled Veteran Owned Small Business concerns. Offers from other than Service-Disabled Veteran Owned Small Business concerns will NOT be considered and shall be rejected. Please pay particular attention to the evaluation section of this solicitation. Solicitation packages will be available via FedBizOpps.gov on or about 20 May 2013. All questions concerning this project MUST be in writing and NO phone calls will be accepted. Size standard is $14 million. Project Cost Range is $500,000-$1,000,000.. Bidders are encouraged to attend the Pre-Bid Meeting and walk through when announced on the solicitation. All requests for information are required to be submitted in writing to the Contracting Officer and shall be received prior to the bid opening by the date specified in the solicitation. NO hardcopies, NO telephone inquiries or questions, ONLY in writing, will be accepted no later than fourteen (14 days) prior to bid opening. Award is subject to availability of funds. This project requires bonding and all bid submissions shall be made in triplicate hardcopies. Faxed or emailed bids will NOT be accepted.
