- This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. This solicitation is being issued pursuant to the procedures at FAR 13. Synopsis exception FAR 5.202(a)(13) applies and Solicitation Number N00164-13-T-0153; is hereby issued as an attachment hereto. NSWC Crane intends to solicit and negotiate this contract as a Sole Source Procurement. This action is being Sole Sourced to meet the requirements of a program. CNIN-SAP-012 Sole Source Procurement The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source, Avalex Technologies Corporation, 2665 Gulf Breeze Pkwy, Gulf Breeze, FL 32563-3023. All other offerors may submit a quote that will be reviewed by the Government. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Naval Surface Warfare Center (NSWC) Crane Division intends to enter into a Firm Fixed Price (FFP) supply contract IAW FAR 13, Simplified Acquisition Procedures for the following procurement. Test, Teardown, Evaluation (TT&E) for Repair of 12 each Monitors, 1 each Video Display Unit and 2 each Touch Entry Display. Inspection and Acceptance is to be at destination with delivery as FOB Destination, NSWC Crane, IN 47522-5001. Solicitation will be available for download on the NECO and FedBizOps website per above instructions. Quoters are to carefully review ALL sections of the solicitation prior to submitting a quote. No hard copies of the solicitation will be mailed. Quotes must be submitted in the format specified in the solicitation. Submitting a quote from the NECO website by clicking on - Submit Bid - does not guarantee offers will be received by the proper person in the correct format. It is the responsibility of the offeror to submit offers to the POC at NSWC Crane. All changes to the requirement that occur prior to the closing date will be posted FedBizOpps and NECO. It is the responsibility of interested vendors to monitor the FedBizOpps and/or NECO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
