- The contractor shall furnish all labor, facilities, labor, parts, materials, equipment, tools and data (other than government furnished Property), necessary to accomplish the overhaul of the following assets: NOMENCLATURE: Circuit Card Assembly, OH-58D INPUT NSN / PART NUMBERS: 5998-01-414-2760 / 8521513-901; 8521513-902; 8521513-903 OUTPUT NSN / PART NUMBER: 5998-01-414-2760 / 8521513-901; 8521513-902; 8521513-903 ESTIMATED QUANTITY RANGE: 1 Minimum - 30 Maximum (5 FMS) NOMENCLATURE: Circuit Card Assembly, OH-58D INPUT NSN / PART NUMBER: 5998-01-414-2764 / 8520656-901 OUTPUT NSN / PART NUMBER: 5998-01-414-2764 / 8520656-901 ESTIMATED QUANTITY RANGE: 1 Minimum - 25 Maximum (4 FMS) NOMENCLATURE: Circuit Card Assembly, OH-58D INPUT NSN / PART NUMBER: 5998-01-414-2759 / 8520659-902 OUTPUT NSN / PART NUMBER: 5998-01-414-2759 / 8520659-902 ESTIMATED QUANTITY RANGE: 1 Minimum - 12 Maximum (2 FMS) NOMENCLATURE: Circuit Card Assembly, OH-58D INPUT NSN / PART NUMBER: 5998-01-494-1576 / 8520659-903 OUTPUT NSN / PART NUMBER: 5998-01-494-1576 / 8520659-903 ESTIMATED QUANTITY RANGE: 1 Minimum - 50 Maximum (8 FMS) The proposed contractual action will be a Five (5) year, firm fixed price Indefinite Delivery Indefinite Quantity (IDIQ) Maintenance and Overhaul type contract, with minimum / maximum quantities listed above. The maximum quantity of each asset includes a quantity for Foreign Military Sales. This is not a commercial item; FAR Part 12 will not be utilized. Required delivery shall be FOB Origin. A Product Verification Audit (PVA) IS required. Depot Maintenance Work Requirement (DMWR) 1-1270-301 dated 20 September 2002 is adequate to perform the overhaul of the circuit cards provided all the procedures in the DMWR are followed. However, in order to follow the DMWR and satisfy the Maintenance and Overhaul solicitation, the contracting repair activity shall possess the following Test Program Set (TPS), NSN 6625-01-445-0084; Test Station, NSN 6625-01-324-1523; and IMCPU, NSN 5820-01-471-3531 or -3529 specified in the cited DMWR. These TPS and test station have been identified as Non-Government Furnished Equipment (GFE). If the specified TPS and test station cannot be commercially procured, substitutions are permitted but require prior Aviation Engineering Directorate (AED) approval. In addition, any contracting repair activities that bid for the solicitation shall prove their test process and equipment equivalency to the specified TPS and test station. Proof of equivalency is the sole responsibility of the contracting repair activity. Since no such qualified contracting activities have been identified, this solicitation is restricted to the Original Equipment Manufacturer (OEM), Honeywell International, Inc. (CAGE 07187), 9201 San Mateo Boulevard NE, Albuquerque, NM 87113-2227, with the repair completed at their facility located at (CAGE 5Y043) 21333 N 19th Avenue, Phoenix, AZ 85027-2810. Also, Honeywell is in possession of the obsolete integrated circuits needed to repair the circuit cards listed above. No telephone requests for the solicitation will be accepted. Requests for the solicitation shall be by FAX, mail, or email. You may mail your request to Summer Behel, CCAM-ALM, Bldg 5303, 2nd Floor, Redstone Arsenal, AL 35898-5000. Email requests should be sent to amanda.s.behel.civ@mail.mil Proposals can be hand-carried, mailed via the US Postal Service, or delivered by a commercial delivery service. No FAX or email responses shall be accepted for the initial proposal. This requirement is currently unfunded. Award will be withheld pending receipt of sufficient funds. The closing date annotated is an estimate date and may be adjusted dependent upon the date of release of the solicitation; however, the solicitation will not close prior to the closing date stated above.
