Description
Announcement of Opportunity N04102013 Polarization Optics for ATST Polarimetry Analysis and Calibration System. The Association of Universities for Research in Astronomy, Inc. (AURA), on behalf of the National Solar Observatory, is soliciting proposals for the manufacture of optical components for the Polarimetry Analysis and Calibration System for the proposed Advanced Technology Solar Telescope (ATST). AURA and the ATST Project are constructing this 4-meter solar telescope under a cooperative agreement with the National Science Foundation. This award will be funded by money from the American Recovery and Reinvestment Act of 2009 (ARRA) (Public Law 111-5) and as such the requirements set forth at 2 CFR Part 176, "Award Terms for Assistance Agreements that include funds under the American Recovery and Reinvestment Act of 2009, Public Law 111-5," shall be applied. The development of all subject optical elements may exceed any one firm's capabilities. Consequently, contractors with capabilities or expertise in any aspect of the manufacture of these elements are strongly encouraged to submit a proposal outlining their potential contribution to the overall effort. AURA will consider bids from a Contractor electing to perform all of the work, a contractor subcontracting parts of the work to other firms (acting the part of a general contractor), or multiple bids from an organized consortium of contractors. Contractor(s) shall be responsible for all aspects of the Work or the subset of the Work they are awarded. For example, a contractor may quote on any or all of the following: Single crystal elements; Exterior coatings; Interior index-matching coatings; Alignment and bonding; Environmental testing; and Optical testing All bids including those from contractors who bid on only one aspect of the development of these elements will be considered - for example: thin-film coating companies, environmental testing facilities, etc. A contract(s) or purchase order(s) will be awarded to the vendor(s) that provide the best overall solution for price, risk management plan, and performance.
