Description
DLA has a requirement to provide Hazardous Material (HM) products and management services in support of Marine Corps and Navy organizations in Okinawa, Japan. The contractor would be responsible for performing Hazardous Materials Management services as a 3PL product provider with the responsibility for standardizing and lowering the cost of procurement, receipt, storage, issue, tracking, recycling, and reuse of Hazardous Materials (including compressed gases) for DLA HQ supporting the Marine Corps and Navy organizations located at Camp Shields, Camp Lester, Camp Foster, Camp Butler, Camp Kinser, Camp Courtney, Camp Hansen, Camp Schwab, Kadena AFB, MCAS Futenma,White Beach and the US Navy Hospital in Okinawa, Japan. This acquisition will provide Hazardous Materials Management Services that encompass ordering, receipt, storage, and issue, as well as, all other functions to ensure fully adequate, timely, and efficient HM operations. Services also include delivering HM to approximately 380+ authorized customers across Okinawa; managing HM lockers; picking up Hazardous Waste (HW) from approximately 420+ customer locations, transporting to the Joint Environmental Management Services (JEMMS) center, and preparing documentation for turn-in and transporting HW to the HW disposal service provider; identifying and recommending recycling initiatives to reduce pollution waste streams, and implementing recycling programs as required. The Contractor shall in the performance of the contact, satisfy all planned and emergent HM requirements based on customer defined priorities in a way that ensures no negative production line impacts due to material support deficiencies. This procurement is for JEMMS support for Okinawa, Japan; however, the DLA Chemical Management Services (CMS) Program Manager (PM) and the Marine Corps requested the flexibility to add other sites within the Pacific RIM (e.g., IwaKuni, Japan, Guam) if needed. The estimated timeframe for award of this requirement is November 2013. The contract period of performance will consist of a not-to-exceed (NTE) 120 day phase-in period prior to full performance (November 28, 2013-March 27, 2014), one six (6) month full performance period (March 28-November 27, 2014) and four one year option periods. This contract will be awarded on an unrestricted basis under the provisions of FAR 15 utilizing "Best Value/Trade-Off Analysis" procedures. Based on the Best Value/Trade-Off Analysis, the government expects award will be made to the Offeror proposing a combination of factors, including technical, past performance, and cost/price which offers the best value to the Government. It is anticipated that the solicitation will be posted to this website on or around the week of May 6-10, 2013. Amendments to the solicitation will also be posted to this site. Prospective offerors are cautioned concerning their responsibility to access the website for any amendments that may be issued under the solicitation. Amendments may be issued up until the proposal due date. Failure to acknowledge amendments may render your proposal ineligible for award. Interested offerors are encouraged to use the "Register to Receive Notification" function to register as an interested vendor. It is anticipated that there will be a site visit conducted for this procurement on or around the week of May 20-24, 2013. This timeframe is tentative. The confirmed date for the site visit will be posted to this website. Specific information will be provided in the solicitation. It is expected that interested offerors will attend the site visit and thoroughly familiarize themselves with the requirement. NOTE: All offerors MUST be registered in the System for Award Management (SAM) Database at https://www.sam.gov/portal/public/SAM/ or an award cannot be processed. The solicitation will identify all information that the prospective offeror must submit in order to be considered for award. Failure to submit all the information requested by the solicitation may result in the proposal being eliminated from consideration for award.
