- Please note the response date listed with this pre-solicitation notice is not the actual due date. The actual due date will be stated in the solicitation. This pre-solicitation notice is for a closure of a 250,000 gallon underground fuel oil storage tank at the C.E. Kelly Support Facility in Oakdale, PA. Work includes, but is not limited to, furnishing all labor, tools, materials, equipment, supervision and accredited personnel to excavate, remove water and any organic debris from the tank, fill with concrete slurry, sample, cover and seed an existing 250,000 gallon underground steel fuel oil tank (hereinafter referred to as the UST) at the C.E. Kelly Support Facility in Oakdale, Pennsylvania. The tank is 50 ft. diameter, 20 ft. deep, quote mark steel, welded seam construction. Period of performance will be 120 days from Notice to Proceed. Magnitude is estimated between $25,000 - $100,000. This solicitation is a request for quote and is set aside 100% for small businesses with a primary North American Industry Classification System (NAICS) of 237120 and a size standard of $33.5 Million. The entire solicitation will be posted on or about 29 Apr 13 via Army Single Face to Industry (ASFI) Acquisition to Business Website located at https://acquisition.army.mil. The required response date will be stated in the solicitation. The solicitation will include Federal Acquisition Regulation contract provisions and clauses, scope of work, and applicable Davis Bacon wage rates. The scope of work and drawings, if applicable, will include details of required work elements. It is the responsibility of the offeror to review the web page for notice of amendments, updates or changes to the solicitation. No hard copies will be mailed. All potential sources must obtain a DUNS number and register in the System for Award Maintenance (SAM) in order to transact business with the government. Failure to obtain a DUNS number and register in the SAM may result in the delay of award of a contract or possible award to the next otherwise successful offeror who is registered in the SAM at time of award.
