Description
The Naval Air Systems Command, Naval Air Warfare Center Weapons Division (NAVAIR WD) China Lake, CA intends to award a Firm Fixed Price bridge contract under Other Than Full and Open Competition on a Sole Source Basis (10 U.S 2304 (c) (1) Only one responsible source and no other supplies or services will satisfy agency requirements) to Triton Services Incorporated, Electron Technology Division (Triton ETD, LLC), 9999 Hamilton Blvd Ste 350, Breinigsville, Pa 18031-9300. The requirement is to provide approximately 20 I/J Band Amplifier, Microwave Power Module (I/J MPM) hardware units over six months. The reason for this Sole Source Bridge Contract is to fill a gap in ordering and production between the expiration of the previous competitive contract (N68936-07-D-0011, expired May 2012) and the commencement of production under the competitive follow-on contract (N68936-12-R-0079). The incumbent contractor is the only source capable of providing the I/J MPMs within the limited timeframe required to meet critical Fleet operational needs. The I/J MPMs will be built according to the specifications required under the previous contract (Specification 13672-TS637H and Envelope Drawing 1611AS474). Only the incumbent contractor has the ability to build these units without a First Article approval period, which is critical to meet the required timeline. This notice is not a request for competitive proposals. A solicitation is not available at this time. All responsible sources may submit a capability statement which shall be considered by the Agency. Capability statements must be received by the Contract Specialist no later than 12pm noon PST 15 days after the date of publication of this notice, clearly showing its ability to do so without causing programmatic hardships. Inquiries concerning this synopsis and capability statements should be submitted IN WRITING via electronic mail to the Contract Specialist, Ms. Adrienne Hickle, at adrienne.hickle@navy.mil. Telephone requests for information WILL NOT be accepted. The determination to refrain from competing this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Award is anticipated or about 6 June 2013.
