- Description
- The AFSC/PZIO Contracting Squadron, Robins AFB, GA is issuing a solicitation for a Firm-Fixed Price contract for Repair/Replace Roofs base wide at Robins AFB, GA. This announcement will only serve as a presolicitation notice. This acquisition will be set-aside 100% for 8(a) small business concerns, and it has been determined that competition will be limited to 8(a) eligible construction firms within Region IV (Alabama, Georgia, Florida, Mississippi, Tennessee, Kentucky, North Carolina, and South Carolina). All other firms are deemed ineligible to submit offers. Foreign contractors will NOT be permitted to participate at the prime contractor level. This acquisition is subject to the North American Industry Classification System (NAICS) code 238160 with a size standard of $14M. The magnitude of this project is between $5,000,000 to $10,000,000. This is not a new requirement. The current incumbents are MGC Roofing & Construction, Inc. and Rycars Construction, LLC. The current contract numbers are FA8501-08-D-0008 and FA8501-08-D-0009. The current expiration date is 16 June 2013. The total value of the current contracts are $15 Million. The contractor shall provide all plant, labor, equipment, materials, transportation, supervision, administration, and management necessary to perform all work required by this Indefinite Delivery Indefinite Quantity (IDIQ) contract for Base wide Roofing projects at Robins AFB, GA. The Government anticipates award of multiple firm fixed price IDIQ contracts. Task orders to be issued against the contracts will consist of roofing types of projects. During the contract period, the Base Civil Engineer will identify roofing tasks required to complete each specific job, and the Contracting Officer will issue individual task orders to the contractor to complete those jobs. No Government office space will be provided. The performance period of each contract will consist of a one-year Basic and two one year option periods. The guaranteed minimum amount will be $3,000.00 for each contract, and the combined aggregate maximum amount will be no more than $9,500,000. Individual task orders will vary in size with a minimum of $2,000. All work shall be in strict compliance with the specifications of the contract and specifications and drawings for each task order. To be eligible for contract award, prospective contractors must be registered in the System for Award Management (SAM). The successful contractor(s) will be selected using lowest Total Evaluated Price with Special Standards of Responsibility (SSR) in accordance with FAR 9.104-2. Additional information regarding the Instructions to Offerors and Evaluation Criteria for Award will be located in the resultant solicitation. The solicitation will be available on or about 19 April 2013, with an estimated 30 calendar day response period. A solicitation mailing list will not be maintained for procurement as all solicitation documents will be available electronically and it is the responsibility of the offeror to register for notification of updates to this procurement via this website. A base/site visit will be conducted at Robins AFB, GA 29 April 2013 (exact date, time, and location will be provided in the RFP), for the purpose of explaining the concepts involved with the project.
