- The Department of Commerce, NOAA, National Weather Service (NWS), Maintenance Branch intends to negotiate, on sole source basis, under authority of Federal Acquisition Regulation (FAR) Subpart 6.302 Other Than Full and Open Competition, with HASS Instrument Corporation. The NWS has a need for the maintenance, upgrade, repair, storage and calibration of National Weather Service (NWS) Primary Standard Mercurial Barometer Type MS-3, Secondary Standard Mercurial Barometer Type A-2 (Modified A-1), Type 2R Pressure Controller for the Type A-2 Barometer, ancillary equipment for the MS-3 and Type A-2 (Modified A-1) barometers and NWS Legacy Mercurial Barometers. Regular maintenance, upgrade maintenance and emergency maintenance are required on these instruments. Required maintenance shall be available multiple times per year and as often as required. For some maintenance procedures, the equipment must be removed from the NWS Pressure Standards Laboratory (PSL) premises to other locations, requiring that the equipment be transported off site with special precautions for safety and environmental reasons. NWS Mercurial Barometers are the most precise instruments of the kind and are the best available for this application. Each of these instruments is approximately 30 years old and has been upgraded over the years by the Hass Instrument Corporation. This notice is not a formal solicitation. This is not considered a Request for Quotation (RFQ) nor is it a Request for Proposal (RFP). No purchase order will be awarded on the basis of quotation or offers received in response to this notice. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government. If no affirmative written response is received, the contract will be awarded without further notice. Vendors who believe they can satisfy the Government's requirements are invited to submit an affirmative response. To be considered an affirmative response, vendors must submit data and documentation that reflect meeting the aforementioned requirements. All responsible sources must submit a written narrative statement of capability including detailed technical information and other technical literature sufficient to permit agency analysis to determine a bona fide capability to meet the requirements. A determination by the Government not to open the requirement for competition based upon responses to this notice is solely within its discretion. Affirmative responses must be received within 15 days after publication of this synopsis. Information related to the potential availability of other sources that can fulfill this requirement must be received by the POC listed no later than 5p.m. eastern time on Tuesday, April 22, 2013.
