- Statement of Work This is an 8 (a) Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. Any cost incurred as a result of this announcement shall be borne by the interested party (prospective Offeror) and will not be charged to the government for reimbursement. The purpose of this notice is to obtain information regarding: (1) the availability of interested and capability of qualified 8 (a) small business sources to perform the attached Statement of Work and (2) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered an 8 (a) small business under the applicable NAICS code should not submit a response to this notice. The Government recognizes that proprietary data may be submitted as part of this effort. If so, clearly mark such restricted or proprietary data. The Capability Statement should address the following information and include the following elements in this format: 1. Prospective Business Identification a. Company Name/Cage Code/DUNS b. Address c. Phone Number d. Fax Number e. E-mail f. Point of Contact Information g. A website address that provides additional information about the prospective business h. The highest security clearance that your company currently holds. i. Identify whether your company is a Large or Small, Small disadvantaged, 8a, Woman-owned Small Business (WOSB), Economically Disadvantaged Woman-owned Small Business (EDWOSB), Veteran Owned Small Business (VOSB), Service-Disabled Veteran Owned Small Business (SDVOSB), and/or HUB Zone Business (HBCU/MI). j. Identify if you are a large or small business under NAICS. k. Identify average annual revenue for the past 3 years and number of employees l. capability statement to perform attached SOW Teaming Arrangements: All teaming arrangements should also include the above-cited information and certifications for each entity on the proposed team. Indicate how teaming partners will be used. The 8(a) contractor must show how they will be compliant with FAR 52.219-14 Limitations on Subcontracting. Teaming arrangements are encouraged. Responses must be submitted not later than April 26, 2013 at 12:00 p.m. EST. The deadline for questions is April 19th at 12: p.m. EST. Capability statements will not be returned and will not be accepted after the due date. The maximum number of pages for submission is 10 pages. The Request for Proposal (RFP) shall require the submission of a technical proposal as well as a price proposal. The actual solicitation and all related documents and amendments, if any, will only be released and available electronically through the Federal Business Opportunities (FedBizOpps) website at http://fedbizopps.gov/. The response due date and time for proposals will be clearly stated in the solicitation document. It is the contractor's responsibility to monitor the website for the issuance of the RFP as well as any updates to the solicitation. All contractors must be registered in the System for Award Management (SAM) (https://www.sam.gov) prior to submittal of a proposal. The solicitation will be posted to Federal Business Opportunities on or about May 24, 2013 This Sources Sought Notice is for information and planning purposes only and is not to be construed as a commitment by the Government. This is not a solicitation announcement for proposals and no contract will be awarded from this Notice. No reimbursement will be made for any costs associated with providing information in response to this Notice. Respondents will not be notified of the results of this evaluation. Capability statements will not be returned and will not be accepted after the due date.
