Description
This Notice is in accordance with FAR Subpart 5.2, Synopses of Proposed Contract Actions. The U.S. Department of the Interior, the Bureau of Safety and Environmental Enforcement (BSEE), on behalf of the Bureau of Ocean Energy Management (BOEM), Acquisition Operations Branch, is the contracting office for this procurement. The purpose of this Notice is to announce the governments intent to contract using other than full and open competition for a cost (no fee) type of contract to the Alaska Department of Fish and Game (ADF&G), in accordance with FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The BOEM Alaska Regional Office has a requirement for an integrated study of Ice Seal Movements and Foraging: Village-based Satellite Tracking and Acoustic Monitoring of Ringed, Bearded, and Spotted Seals. This study requires a unique collaboration with the ADF&G working in close-cooperation with Native Alaskan subsistence hunters, and their supporting organizations including the Eskimo Ice Seal Commission. ADF&G shall provide technical and analytical expertise, administrative support, and oversight in all aspects of reporting or other production of deliverables. Subsistence hunters shall provide expertise in aspects of field logistics and ice seal behavior, leading to and resulting in the hunters deploying satellite tags on ice seals and recording other information related ice seal behavior. Both groups shall work in collaboration to acquire and document traditional ecological knowledge (TEK) in order to enrich and supplement known scientific knowledge bases regarding the biology of these important animals. It is anticipated this effort will have a five (5) year period of performance. The applicable NAICS Code is 541990, All Other Professional, Scientific, and Technical Services. This is NOT a request for competitive proposal. However, responsible sources may identify their interest and capability to respond to the requirement by emailing the Point of Contact (POC) listed below, by close of business 25 April 2013. Responses received by close of business 25 April 2013 will be considered by the Government.
