- The USDA NRCS in New York is preparing to issue a solicitation for work authorized under the Emergency Watershed Protection Program due to recent heavy rain and with resultant flooding conditions to relieve imminent hazards to life and property. The solicitation will include work on two sites in the Town of Owego, New York. The first site project focuses on stream channel clearing and shaping, and the installation of channel stabilization structures - rock cross vanes, stream barb, sill and apron, stacked rock wall, and sloped rock riprap -- to protect the channel of a stream near and under Gaylord Road. Additionally, the project will protect the entrance of the culvert passing under the road. Eroded areas, which were initially filled with gravel and stone as an emergency stop-gap repair, will be excavated, regraded, and permanently protected with toe rock and sloped riprap sized and installed to withstand this rainfall event. Two rock cross vanes will be installed as grade control measures. The riprap lining will continue through, and tie into, the existing headwall to stabilize the entrance of a culvert passing under Gaylord Road. A stream barb and stacked rock wall will also be installed to protect a turn on the far bank and redirect the water toward the center of the channel. The project is located along Gaylord Road., in the Town of Owego, New York. The site can be located at 42.0235° N Latitude and 76.1331° W Longitude -- between Lillie Hill and Bolles Hill Roads. The second site project focuses on the installation of a riprap lining to stabilize the channel of an unclassified, unnamed stream flowing parallel to Wade Hollow Road. Eroded areas, which were initially filled with gravel and stone as an emergency stop-gap repair, will be excavated, regraded, and permanently protected with toe rock and sloped riprap sized and installed to withstand this rainfall event. A large maple tree growing near the centerline of the channel will be removed and the channel reshaped. The project located near the west end of Wade Hollow Road approximately 800' from the intersection of NYS Rt. 38, in the Town of Owego, New York. The site can be located at 42.1821° N Latitude and 76.2083° W Longitude near the Owego - Newark Valley town line. A bid guarantee of 20% of the bid price will be required with any bid. Performance and Payment Bonds in the amount of 100% will be required within 3 calendar days of award of contract. The location of the work sites will be within the flooded areas and as described in the solicitations. All necessary permits and land rights have been acquired. A firm-fixed price award is anticipated and is being set aside for Small Business residing or primarily doing business in the New York State counties of Allegany, Broome, Chemung, Chenango, Clinton, Delaware, Essex, Franklin, Hamilton, Herkimer, Lewis, Livingston, Madison, Niagara, Oneida, Onondaga, Ontario, Steuben, Tioga, Ulster, Warren, Wyoming, Yates. This local area set aside is defined in accordance with the Robert T. Stafford Disaster Relief and Emergency Assistance Act. The solicitation package, construction drawings and specifications will be posted and available from this site on or about May 10, 2013. Estimated date for bid opening will be on or about June 10, 2013, work to commence by June 20, 2013, and project completion by July 12, 2013. A pre-bid site showing is being planned for Tuesday, May 21, 2013, the details of which will be specified in the solicitation package. Price Range = Between $100,000 - $250,000
