A public bid opening will be held on 10 June 2013 (2:00 PM ET) at Bldg 893 Twin Base Golf Course, Area A, Wright-Patterson AFB. This building can be accessed at the entrance to 16A on SR-444. Any bids submitted after 1:30 PM on 10 June 2013 shall be delivered to the Twin Base Golf Course location. Please note: No base pass is required to access Bldg 893 at the Twin Base Golf Course. Solicitation Notice: FA8601-13-B-0002 This notice is posted in accordance with FAR 5.2 and 36.213-2. This RESTRICTED ACQUISITION is set aside – 8(a) competitive for firms located within the geographical area serviced by the Columbus District Office, and other 8(a) construction firms with a bona fide place of business within the geographical competitive area. In order to qualify for this program, an offeror must be a certified 8(a) firm located within the geographical area serviced by the Columbus District Office, or a certified 8(a) construction firm with a bona fide place of business within the geographical competitive area prior to the closing date of the solicitation. The NAICS code is 237310 and the Size Standard is $33.5M. In accordance with FAR 4.1102 and DFARS 252.204-7004 "Required Central Contractor Registration," Contractor must be registered in CCR prior to award. Registration may be accomplished at http://www.ccr.gov. SOLICITATION NUMBER: FA8601-13-B-0002 “On-Call” Maintain of Pavements and Grounds, Project 131003. Description of Work: The work consists of furnishing all labor, equipment, appliances, devices and materials, and performing all operations necessary in connection with, “On-Call” Maintain and Repair and Alter Pavements and Grounds under an Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract at Wright-Patterson Air Force Base which includes removals and miscellaneous work as specified and as shown, indicated, or noted on the drawings per task order. Work also includes but not necessarily limited to roads, parking lots, sidewalks, concrete structures, airfield pavements, security fences and gates. Additional concrete, asphalt, excavation and landscaping work may be required on an “as needed” basis. The Air Force intends to award a contract with a 1-year base period and two 1-year option periods. The estimated magnitude of the entire contract is between $1,000,000 and $5,000,000. NOTES: 1. The solicitation with the official specifications and drawings will be available on the World Wide Web on or about 27 March 2013, at http://www.fbo.gov, The tentative date for receipt of bids is 26 Apr 2013. The period of performance is a 1-year base period with the potential for two 1-year option periods. 2. Hard copies of the solicitation will not be provided. You may, however, download and print the file from the web site www.fbo.gov. 3. There is no fee for this solicitation. 4. A registration page will be attached to the web site. You are not required to register. However, when you register, you will receive notice of any amendments and/or addenda that may be issued to the solicitation. If you have not registered, it will be your responsibility to check the web site for any changes to the solicitation. 5. You shall provide a signed copy of the SF 1442 and acknowledge and/or sign all amendments at the time and place specified in the solicitation for receipt of bids. There will be a public opening. Sealed envelopes containing bids shall be marked to show the offeror's name and address, the solicitation number, and the date and time bids are due. 6. Performance and Payment Bonding: Contractors shall be capable of securing performance and payment bonding for all task orders issued under the contract. Contractors shall provide a letter from a certified surety company as identified in Financial Management Services website, http://www.fms.treas.gov/c570/c570.html, that your company has available bonding capacity for an aggregate of $4,900,000 or more. The contractor may provide performance and payment bonds either by task order or by a “blanket” bond that covers tasks issued under the contract up to a minimum of $300,000. The minimum blanket amount is subject to change based on the total value of task orders as determined necessary by the contracting officer. Bid Bonds: The offeror is to provide a bid bond of 20% or $3,000,000 for the total amount of the offerors base bid amount (CLIN 0001). 7. Contractors that are Debarred, Suspended, or Proposed for Debarment are excluded from receiving contracts. Agencies also shall not consent to subcontract with these contractors. 8. “Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.” If funding is not available by 31 Dec 13 the solicitation will be cancelled. An award prior to 30 Sep 13 would require the contractor to begin performance within 90 days of award date in order to meet Bona Fide Need. This is a WPAFB Construction Contracting (PZIOC) program. The current status is Pre-Solicitation and it is a Category Z - Maintenance, repair, and alteration of real property program.
