- The USDA NRCS in New York is preparing to issue a solicitation for work authorized under the Emergency Watershed Protection Program due to recent heavy rain and with resultant flooding conditions to relieve imminent hazards to life and property. The project focuses on the installation of a riprap lining and stacked rock weir to stabilize the channel and plunge pool of a seasonal stream crossing under Zimmer Road. Additionally, the project will protect the channel at the confluence of a second seasonal stream passing under Zimmer Road. Eroded voids under the existing retaining wall will be filled with gravel. The adjacent plunge pool will be stabilized via a heavy riprap lining and the installation of a large stacked rock weir. The riprap lining will continue through the confluence area of a second stream. Lastly, an eroded bank near the southwest corner of the house (~250' downstream) will be regraded and stabilized with a stacked rock wall. The project located near the terminal end of Zimmer Road., in the Town of Newark Valley, New York. The site can be located at 42.1234° N Latitude and 76.1042° W Longitude. A Payment Bond in the amount of 100% will be required within 3 calendar days of award of contract. The location of the work sites will be within the flooded areas and as described in the solicitations. All necessary permits and land rights have been acquired. A firm-fixed price award is anticipated and is being set aside for Small Business residing or primarily doing business in the New York State counties of Allegany, Broome, Chemung, Chenango, Clinton, Delaware, Essex, Franklin, Hamilton, Herkimer, Lewis, Livingston, Madison, Niagara, Oneida, Onondaga, Ontario, Steuben, Tioga, Ulster, Warren, Wyoming, Yates. This local area set aside is defined in accordance with the Robert T. Stafford Disaster Relief and Emergency Assistance Act. The solicitation package, construction drawings and specifications will be posted and available from this site on or about April 25, 2013. Estimated date for bid opening will be on or about May 9, 2013, work to commence by May 20, 2013, and project completion by May 28, 2013. A pre-bid site showing is being planned for Tuesday, May 2, 2013, the details of which will be specified in the solicitation package. Price Range = Between $25,000 and $100,0000
