- Sources Sought Synopsis This is a sources sought synopsis to determine the availability of potential sources capable of providing readiness analytics support to the Deputy Assistant Secretary of Defense (Readiness). DASD(R) requires support identifying readiness deficiencies and the complete range of mitigation options to the Deputy ™s Management Action Group (DMAG) and other senior forums. DASD(R) also requires support communicating the status of readiness throughout the Department and to Congress in the form of analytic briefs, narratives, and reports. The identification of readiness deficiencies shall be based on an empirical examination of readiness data, operational plan requirements, and thorough liaison work with stakeholders throughout the Department. This support requires advanced statistical skills, strong oral and written communication skills, thorough subject matter expertise, strong empirical skills, understanding of Service and SOCOM readiness business rules, and knowledge of the databases. The contractor shall extract, integrate and analyze information from all available data sources, to support the DASD(R) mission and specifically in support of the readiness DMAG. When required, new products and analyses will be developed and implemented, to accurately portray the availability and mission readiness of the Armed Forces, for use in standalone products as well as for integration into larger products and presentations. The data collected supporting readiness analysis is disparate and dynamic. The requirement for special reports and other analytical needs changes with time. DASD(R) requires the capability to maintain and enhance its analytic products and tools, as well as to create innovative new ones. Performance of the required services requires that all contractor personnel possess a current Top Secret (TS) Clearance based on a Single Scope Background Investigation (SSBI) completed within the last 5 years with Sensitive Compartmented Information (SCI) eligibility and the contractor to possess and maintain a Top Secret (TS) facility clearance from the Defense Security Service. The required services are currently being provided by Concurrent Technologies Corporation under task order W91QUZ-10-F-0041. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. A CPFF SeaPort-e task order is anticipated. It is anticipated that the task order will have a thirty-six (36) month period of performance. It is anticipated that the contract will be solicited in the spring of 2013. The NAICS code for this acquisition is 541990 and the size standard is $7M. Offerors possessing the requisite skills, resources, and capabilities necessary to perform the stated requirement are invited to respond to this marketing research survey/sources sought via a submission of an executive summary, no more than three (3) pages in length. The submission should include the following information: (1) company name, address, point of contact with corresponding phone number and e-mail address, and business size (under NAICS 541990), and (2) relevant corporate experience references. This relevant corporate experience information should identify the applicable contract number; the total contract dollar amount; contract period of performance; details of the relevant services provided to include a brief description of the services performed; and customer point of contact with corresponding telephone number and e-mail address.
