- UNRESTRICTED PROCUREMENT: This is a PRE-SOLICITION NOTICE ONLY. The solicitation shall be issued as an Invitation for Bid (IFB). It is anticipated that the IFB will be issued on or about 26 April 2013 with a bid opening on or about 28 May 2013. The IFB shall result in the award of a firm fixed price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ), Single Award Task Order Contract (SATOC) for Stone Placement. The resulting IDIQ contract will be for a period of 12 months. The total estimated maximum value of the contract shall not exceed $50,000,000.00 with a minimum guarantee of $10,000.00. Bonding requirements shall be based on each individual Task Order. Bids received in response to this solicitation shall be handled in accordance w/ procedures outlined in Federal Acquisition Regulations (FAR) Part 14. The work consists of placing various types of stone paving and stone repairs along the banks of the Mississippi River (Miles 325.8 to 0.0 AHP) including Southwest Pass (Miles 0.0 to -18.5 BHP), Atchafalaya River (Miles 0.0 to 137), Red River (Miles 6.0 to 11.0) and Old River Control Channels. Some of the work is located in the metropolitan areas of New Orleans and Baton Rouge to include the following parishes and counties: Concordia, Avoyelles, Pointe Coupee, St. Landry, West Feliciana, East Baton Rouge, West Baton Rouge, Iberville, Ascension, St. James, St. John the Baptist, St. Charles, St. Martin, St. Mary, Jefferson, St. Bernard, Orleans, and Plaquemines Parishes of Louisiana; Adams and Wilkerson Counties of Mississippi. Task Orders may be issued concurrently to perform the work described above at multiple locations. Dike construction is not required for this contract. The U.S. Army Corps of Engineers FY 13 subcontracting goals are for specified percentages of the contractor's total planned subcontracting amount to be placed with the following: Small Business 50%; Small Disadvantaged Business 17%; Woman Owned Small Business 18%; HUBZONE Small Business 10%; and Service Disabled Veteran Owned Small Business 4%. Bidders are also encouraged to post notices of prospective subcontracting opportunities on the Small Business Administration Subnet, at http://web.sba.gov/subnet. NAICS: 237990.
