THIS IS A SOURCE SOUGHT - NOT A REQUEST FOR PROPOSAL. RESPONSES MUST BE SUBMTED TO KAREN ARMSTRONG AT karen.armstrong@nist.gov THIS IS NOT A FORMAL REQUEST FOR PROPOSAL (RFP) AND DOES NOT COMMIT THE NATIONAL INSTITUTE OF STANDARDS AND TECHNOLOGY (NIST) TO AWARD A CONTRACT. This is a SOURCES SOUGHT NOTICE to determine the availability of Small Businesses (e.g., 8(a), Service-disabled veteran owned small business, HUBZone small business, Small disadvantaged business, Veteran-owned small business, and Women-owned small business) under NAICS code, 541330, that have the capability, experience, and expert knowledge to provide civil/structural engineering services: DESCRIPTION/SCOPE/OBJECTIVE The objective of this acquisition is to replace existing IDIQ architectural design services with a new multi-year contract to provide design and engineering services for building architectural renovation, additions, reconfiguration and repairs within the NIST Gaithersburg campus. The Agency seeks qualified, experienced engineering firms for design and engineering services with specific types of specialized projects. A&E Services performed for NIST generally include evaluation, renovation, repair, modification/reconfiguration, replacement and/or building addition to campus building spaces and scientific laboratories. The work includes field investigation, surveying, and document preparation. Documentation may include engineering studies, conceptual design, survey reports, full contract drawings and specifications, design calculations, cost estimates and project schedules as defined by each Statement of Work. The expertise and qualifications will include evaluation and refurbishment of civil/structural systems, roads, underground structures, ponds, and waterways. Exterior building evaluations shall include windows, precast panels, and masonry units. (1) Recent specialized experience of the proposed design team on building/site civil and structural projects and contracts. Structural experience shall at a minimum meet the following within the past three years. a. In at least five separate occasions, analyze and determine if an existing facility with a minimum floor capacity of 150 pounds per square foot can support a piece of equipment. b. In at least three separate occasions, investigate and design the repairs of failing pre-cast concrete or similar masonry material, exterior wall panels c. In at least three separate occasions, investigate and design the repair of subsurface water infiltration into tunnels and/or building structures lower that are a minimum of 20 feet below finished grade. d. In at least three separate occasions, design a steel frame with block/brick masonry facade that is at least five stories above finished grade. (2) Recent specialized experience with municipal, state, and/or federal road paving projects. Designed paving work shall be within the past three years. A minimum of three designs are required for each type. a. Replacing existing asphalt paved road of at least two miles in length. Milling and overlaying existing roads are acceptable. Airport aprons, taxiways, and runways will not be considered. b. A new asphalt road of at least one mile in length where a previous road did not exist. (3) Recent specialized experience with Maryland Department of the Environment, MDE, on regulatory requirements for civil work, such as but not limited to, sediment control and water quality issues within the past two years. Experience shall include preparing and submitting permits (at least five permits) to MDE within the past two years. The owner/applicant shall have received approval of the five permit applications within the past two years. (4) Professional qualifications of the present staff and consultants (5) Ability of the firm to respond to specific tasks within the required time frame, and (6) Location of the firm within the general geographical area of the NIST, Gaithersburg, MD campus. The firm shall be within 70 miles driving as defined by an internet mapping program. Business information: a. DUNS Number b. Company Name c. The synopsis is for information and planning purposes and is not to be construed as a commitment by the Government. This is not a solicitation announcement for proposals, and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. Respondents will not be notified of the results of the evaluation. All information submitted in response to this announcement must arrive on or before the closing date. All capability statements shall be submitted via e-mail to the point of contact listed below. Responses must be submitted not later than April 26, 2013. Responses shall be limited to 10 pages excluding business information.
