- The Syracuse VA Medical Center located at 800 Irving Ave Syracuse, NY 13210, intends to release solicitation or request for quote Project: 528A7-13-735 Construct a multipurpose room in the Emergency Department between 5 April and 31 May 2013. The contractor shall provide all parts, labor, tools, materials, supervision, and construction services necessary to convert an existing observation room within the Emergency Department, to a multi-purpose room, with the capability of being a mental health room for patients. The project will be performed at the Syracuse VA Medical Center located at 800 Irving Avenue, and will done during normal working hours. The work will entail the complete removal of the existing GWB drop ceiling, casework, receptacles, and medical gases. Abuse resistant GWB will be installed on the walls. The existing drop-ceiling will be removed and replaced with plaster. New casework will be used in the room, with all doors/drawers having the capability to be locked. The sink will be boxed in to eliminate access to the plumbing, and the counter tops will be sloped and rounded to lessen the risk of self-harm. The two existing corridor windows will be removed and replaced with one new vandal resistant window equipped with internal blinds, that will be operated from outside the room. The applicable North American Industry Classification System (NAICS) Code for this project is 236220 with a Small Business Size Standard of $33.5 Million. Offers from other than service-disabled veteran-owned small business concerns will not be considered and shall be rejected. The offeror must be registered in System for Award Management ( SAMS) and listed as a CERTIFIED VETERAN ENTERPRISE and be VERIFIED in the VetBiz database under the applicable NAICS. Firms may obtain CCR information at http://www.ccr.gov and VetBiz information at http://vip.vetbiz.gov. The estimated magnitude of this construction project is: Between $25,000 and $100,000 Offeror will be required to furnish a Payment Bond, Standard Form 25A or alternative payment protection which conforms to the requirements set forth in FAR Clause 52.228-13, Alternative Payment Protections. Unless additional notice is given or this notice is modified, the full solicitation will be posted to the Government-wide Point of Entry (www.fbo.gov). This is a pre-solicitation notice synopsizing an upcoming competitive solicitation satisfying the requirements of FAR 5.201 and 5.203
