- Notice of Intent: Amendment: Notice reopened from 4/11/2013 - 04/19/2013 April 2, 2013, 10:50am Close date: April 5, 2013 Federal General Services Administration (GSA) intends to negotiate, on a sole source basis, with, Microsoft Premier Suipport (MPS), 8050 Microsoft Way, Charlotte NC 28273, to sustain the software of the current and future needs of the 53rd Wing Operations, Eglin AFB, FL 32542 Trusted Work Environment (TWE). The purpose of this action is to acquire Microsoft Premier Support SharePoint Enterprise services for which the Government will obtain the following: support for workshops and events, problem resolution support, rapid on-site support, and SharePoint Enterprise information services. This effort will provide reach-back capabilities to Microsoft SharePoint Enterprise program managers, developers, and support professionals necessary for the development of new SharePoint Enterprise capabilities. SharePoint is a web application platform developed by Microsoft and is proprietary software, which restricts users from modifications, sharing, redistribution or reverse engineering. There is no other known source as Microsoft Premier Support is the creator and sole proprietor of said software. Microsoft (MPS) require access to proprietary Microsoft source codes, tools, processes, and knowledge to provide the MPS. Therefore, GSA believes this is the only vendor capable of satisfying this requirement. When the supplies or services required by the agency are available from only one responsible source, FAR 6.302-1 (a)(2) full and open competition need not be provided for. The anticipated period of performance is a base year with one 12 month option year. All interested parties who believe they can provide the required services should fully explain their capabilities and qualifications, in writing, within 4 days from the date of this announcement and provide itemized pricing that is sufficient to make a determination that competition is feasible.
