- sow Under the Authority of Federal Acquisitions Regulation, Part 6, Subparts 6.301 and 6.302, The U.S. Census Bureau, on behalf of Bureau of Economic Analysis (BEA), intends tocontract with THE NPD Group, Inc., on a sole source basis for Electronic Scanner Data on Retail Sales of IT Productivity Goods and Consumer Electronic Goods (Mobile/Handheld/Video Products), to improve the estimation of personal consumption expenditures in the National Accounts. BEA needs a consistent time series of sales of IT Productivity Goods and Consumer Goods (Mobile/handheld/video products) reported by both type of product and by industry. BEA needs the data to track personal consumption expenditures (PCE) of these goods, an important and rapidly changing sector of consumption. The data must come from a large, consistent, representative sample of retailers across the Untied States. BEA also needs to receive these annual sales data within a few months of the end of a calender year. To meet this rapid schedule, the data must also come from point-of-sales electronic scanner equipment because no other source can provide this detailed information so quickly.The period of performance for this order will be for a base year and 4 option years. BEA believes that The NPD Group, Inc., is the only responsible source that can provide the services as needed by BEA. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit detailed technical capabilities, pricing and other information that demonstrates their ability to meet BEA's needs, to lisa.r.safewright@census.gov, This synopsis is not to be considered a request for quotations or proposals. No solicitation document is available and all questions must be submitted via email to Ms. Safewright. No contract will be awarded on the basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the Government. If no affirmative written response is received within 5 days from the publication of this synopsis, a contract may be issued to The NPD Group, Inc.without further notice.
