Description

This notice is for Project No. 623-13-003, STORM SHELTER, at the Jack C. Montgomery VA Medical Center, Muskogee, OK.74401. This is a 100% Service Disabled Veteran Owned Small Business Set-Aside (SDVOSB). All SDVOSB's may submit a bid, which will be considered by the agency. If your firm is not legally designated as a Service Disabled Veteran Owned Small Business, you are not eligible to bid on this project. This procurement is classified under NAICS Code 238990 and has a size standard of $14.0 Million. The cost estimate range for this project is between $100,000 and $250,000. Work includes services to completely prepare the site for construction operations, including As-Built Drawings, all labor, materials and equipment necessary to perform the required excavation and new construction of community sized storm shelter, to accommodate 75 people per FEMA 361/ICC-500, required by the drawings and specifications that are approved by VA personnel. Contractor shall be responsible for work outside the project area that is required to provide a complete project with all mechanical, electrical, plumbing and communications systems fully integrated and functioning. The contractor shall supply all necessary equipment, materials and labor to construct/install a community sized storm shelter, including but not limited to required concrete slab, access ramp and sidewalks to and from designated shelter location, emergency electrical equipment as specified in FEMA 361, required plumbing needs as specified in FEMA 361, and required ventilation as specified in FEMA 361. Contractor shall supply the required documentation to insure compliance with FEMA 361 and ICC-500 which may include but is not limited to documentation with design wind speed load calculations and any other documentation stated in the Appendix B.2 Designer Checklists (Checklist for Design and Construction Guidance for Community Safe Rooms using FEMA 361, Edition 2 (2008)). If this documentation requires the services of a structural engineer, the contractor shall provide such services and documentation of the engineer's professional engineering licensure. The contractor shall provide drawings that indicate all elements of the structure for approval by the VA personnel prior to construction. The contractor shall extend/re-construct existing area storm-water pipe past the extents of the storm shelter construction to maintain proper area drainage. The contractor shall do all necessary site investigations into possible existing utility structures in the area that may be affected by the construction. This shall be completed in 270 calendar days from notice to proceed in accordance with the VA approved contract drawings and specifications. A site visit is scheduled for May 7, 2013, at 9:00 AM. Location of site visit will be the Jack C. Montgomery VA Medical Center, FMS (Project Services) building #18, 1011 Honor Heights Drive, Muskogee, OK. 74401. Participation in the site visit is not mandatory, but is highly recommended. Specifications and drawings will be uploaded onto FedBizOpps on or about April 25, 2013. Specifications and plans will be available for download from the FedBizOpps site at http://www.fbo.gov. Amendments to this notice will be posted at the FedBizOpps website.
