Description
THIS PROCUREMENT IS A 100% SET-ASIDE FOR SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS (SDVOSB) FIRMS. VISN 5 Network Contracting anticipates the award of a firm-fixed-price contract for construction of Project No. 512A5-13-304, Correct Mental Health Patient Safety Issues at the VA Maryland Healthcare System, Medical Centers located at 10 North Greene Street, Baltimore, Maryland and Perry Point, Maryland 21902. Contractor will be responsible to provide all supervision, labor, materials, and equipment to perform general construction, alterations, mechanical and electrical work, necessary to correct Mental Health Patient Safety Issues at the Perry Point and Baltimore, Maryland VA Medical Facilities. The work will take place in Buildings 364 at Perry Point, and Area 6A at Baltimore. The work shall include the following: BUILDING 364 A WING - (a) PATIENT ROOM DOORS - Modify patient room doors to single swing into the corridor and eliminate the horizontal latch and install magnetic locks into the floor. Install a control system at the Nurse's Station so that the door lock status can be monitored and controlled. Work includes wall repairs and painting. (b) CEILING VENTILATION GRILLES - Replace the large diameter hole diffuser grilles on the air diffusers in patient rooms with finer mesh screens to reduce the ligature risk at the ceiling level. (c) PATIENT BATHROOM DOORS - Modify the patient bathroom door continuous hinges to reduce the openings at the pin/barrel locations to reduce ligature risk. (d) MEDICATION ROOM IMPROVEMENTS - Construct improvements to the Medication Area by expanding the medicine storage area and install a counter so that medications can be safely dispensed. Current procedure requires taking the medical cart into the ward which presents risk from potential access to patients. BALTIMORE 6A - PATIENT ROOM DOORS - Modify patient room doors to single swing into the corridor and eliminate the horizontal latch and install magnetic locks into the floor. Install a control system at the Nurse's Station so that the door lock status can be monitored and controlled. Work includes wall repairs and painting. These requirements are in general accordance with the Department of Veterans Affairs Design Guide for Mental Health Facilities dated July 2010. The work shall be performed in accordance with VA Drawings, Specifications and Contract Documents. All work and phasing shall be coordinated by the VA COTR with the Contractor, IRM and Mental Health Staff cooperation. Employee Identification and Security Clearance will be required for all contractor employees. Proper identification (valid citizen and non-citizen ID cards, valid passport or naturalization papers) to go through the required access for VA Medical Center. All documents and requirements will be specified in the solicitation package. All work is to be completed within approximately 365 calendar days after date of receipt of notice to proceed. This includes final inspection and clean-up. The applicable North American Industry Classification System Code for this procurement is 236220. To be considered a small business under this code the SBA size standard must not exceed $33.5 Million. The construction cost range for the project is between $500,000 and $1,000,000. The Invitation for Bid (IFB) solicitation will be issued on or about April 27, 2013. All information for this solicitation will be posted on FedBizOpps http://www.fedbizopps.gov. The Government will not provide paper copies of the solicitation. Bidders will be responsible for downloading their own copy of the solicitation package, drawings and subsequent amendments, if any. The solicitation will be issued pursuant to the authority of Public Law 109-461, 38 U.S.C. 8127 and 8128. Telephone, written, facsimile, or e-mail requests for the solicitation will NOT be honored. Potential bidders MUST register at FedBizOpps www.fedbizopps.gov in order to receive notifications and/or changes to the solicitation. Potential bidders are responsible for monitoring this site for the release of the solicitation package and any other pertinent information. The Interested Vendors List (IVL) will be activated and may be accessed and printed from the FedBizOpps website. All interested parties MUST be registered in the System for Award Management (SAM) Database (www.SAM.gov) and Vendor Information Pages (VIP) at: www.vetbiz.gov database as a SDVOSB firm, and must have current record in the Online Representations and Certifications Application (ORCA) prior to bid opening.
