Solicitation number: FA8118-13-R-0036. 3. Service/Spare/Repair/OH: Remanufacture/Overhaul/Modification. 4. AMC: R3P. 5. Item: F-16 Leading Edge Flap Power Drive Unit (LEF PDU). 6. NSN: (1) 1650-01-340-6328 (output); (2) 1650-01-306-1268 (input); (3) 1650-01-279-1087 (input). 7. P/N: (1) 16M002-821 (output); (2) 16M002-812 (input); (3) 16M002-813 (input). 8. Description: The LEF PDU Assembly is a complex unit that converts electrical power and signals into controlled hydraulic power by use of many mechanical and hydraulic sub-assemblies to actuate the leading edge flap for the F-16. Qualification Requirements are applicable and pre-contract source approval is required due to the complexity of this item. Any potential source will be required to obtain a license agreement with the OEM. Initial Production Evaluation (IPE) may be required depending on the awardee. Five Year (One Basic Year plus Four One-Year Options) Requirements contract is contemplated. All quantities are estimated. 9. Five year Requirements contract will be solicited, with 1 Basic Year and 4 Option Years. 13. Qualification Requirements apply. Award will be made only if the offeror, the product/service or the manufacturer meets qualification requirements at the time of award in accordance with FAR clause 52.209-1. AWARD WILL NOT BE WITHHELD AWAITING QUALIFICATION. 14. Export Control: Not Applicable. 15. UID Note to Contractor: UID Note to Contractor: If unit price exceeds $5,000, then UID requirements will apply. 16. Applicable Tech Orders: The Government does not possess a T.O. of overhaul procedures for this item. 17. Written procedures will be used for this solicitation. No telephone requests. Only written or faxed requests received directly from the requestor are acceptable. All responsible sources solicited may submit a bid, proposal, or quotation, which shall be considered. Note: An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
