- REQUEST FOR INFORMATION 1.0 Description The U.S. Army Contracting Command (ACC) Aberdeen Proving Ground (APG) Huachuca Division, in support of the Network Enterprise Technology Command (NETCOM) is conducting this Request for Information (RFI) seeking industry feedback with regard to the technical requirements of the attached draft Performance Work Statement (PWS). THIS IS A REQUEST FOR INFORMATION ONLY. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS INQUIRY. PLEASE DO NOT REQUEST A COPY OF A SOLICITATION, AS ONE DOES NOT EXIST. THIS IS NOT A REQUEST FOR PRICING. PLEASE DO NOT SEND QUOTATIONS, AS WE ARE SEEKING INFORMATION ONLY. RESPONSES TO THIS REQUEST FOR INFORMATION WILL NOT BE RETURNED. THIS NOTICE DOES NOT CONSTITUTE A COMMITMENT BY THE GOVERNMENT. All information submitted in response to this announcement is voluntary, and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Not responding to this sources sought does not preclude participation in any future and potential solicitation. It is the intent of the Contracting Office to use this for market research only. If a formal solicitation is released, it will be via the Federal Business Opportunities (http://www.fbo.gov) website. 2.0 Background NETCOM provides non-personal Administrative Telephone Services (ATS) and Information Technology (IT) support services consisting of unified capabilities, wired telecommunications, voice, video, and data services for their state-side Network Enterprise Center (NEC) (formally called quote mark DOIM quote mark ) communication systems. NECs are responsible for executing and implementing Command, Control, Communications, Computers, and Information Management (C4IM) common-user policies, standards, architectures, programs, plans and budgets for communications and communications support, visual information, information assurance (IA), and automation support. Please see the attached DRAFT version PWS for further description of the requirement. The North American Industrial Classification System (NAICS) Code is 517110 for Wired Telecommunications Carriers. The Standard Industry Code for this procurement is 4813. The small business size standard, as defined by the U.S. Small Business Administration, is 1,500 employees. The proposed contract action is anticipated to be issued as a firm-fixed price award. This contract will be comprised of a base year and (4) option years. 3.0 Requested Information The intent of this RFI is to obtain industry feedback for the following areas: 1. Industry best practices. 2. Comments regarding emerging technology (e.g., fiber optic solutions replacing copper solutions, IP-based solutions, operations and maintenance). 3. Identify potential conflict between industry practices and Government requirements. 4. Comments regarding requirements language. 5. The functional and economic feasibility of providing original equipment manufacturer (OEM) Tier II and Tier III support for Avaya/Nortel telephone switches. 4.0 Responses Interested parties shall provide information to the Government as follows: 1. Responses limited to three (3) pages. 2. MS Word or PDF format. 3. Times New Roman font size 12. 4. Company name, company point of contact, telephone number, and e-mail address. 5. Proprietary information is neither requested nor desired. If such information is submitted, it must clearly be marked quote mark proprietary quote mark on every sheet containing such information and segregated to the maximum extent practicable from other portions of the response. Marketing materials are considered an insufficient response to this RFI. 6. Due 13 May 2013, 9:00 am Arizona time. 7.
