Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only Request for Quote (RFQ). A hardcopy written RFQ will not be issued. The office of National Marine Fisheries Santa Cruz Tiburon Laboratory located in Santa Cruz, CA has a requirement to purchase quantity of 255 each "Brand Name" Advanced Telemetry Systems (ATS) MODEL SS300 programmable acoustic tags for tracking salmon in San Francisco, Delta. The ATS Brand SS330 tag is the only model that is fully compatible with the existing larger system of ATS receivers and tags that we are working with. Field tests have shown the sensitivity and battery longevity of the ATS tags is superior to any other product on the market. Mixing other brand tags with the existing ATS stock would produce unreliable results and undermine the validity of the study results. ATS makes the smallest dimensioned tag for the duration we need- 10.7mm x 5mm x 2.8mm lasting 38 days allowing us to tag the smallest fish possible for our study. In addition, for experimental consistency with our previous purchases, it is optimal to have all the tags from the same vendor as these tags are being used in critical research on endangered species to test mortality and any small deviations in tag construction/performance could either adversely affect the fish in a different way, or simply perform differently under studies relying on consistent performance across all tags could result in mis-interpretation of scientific results that are an effect of using a different product rather than simply changes in fish survival over time. The North American Industry Classification System Code (NAICS) of this procurement is 334511 with a small business size standard of 750 employees. The government intends to issue a firm fixed price purchase order with required delivery of no later than May 7, 2013. Written quotes are being requested for "exact match" product described herein. All quotes must be FOB destination, Santa Cruz, CA 95060. All interested parties must respond to this announcement within fifteen (15) calendar days of its publication. This notice is hereby issued as RFQ No.AB133F13RQ001806. The following provisions and clauses shall apply to this RFQ and resultant award.
