- Malaria Consultant /Statement of Objectives This is a request for a competitive proposal. The Naval Medical Research Center (NMRC) intends to solicit a proposal and enter into a contract for developing a malaria vacine for use by military personnel, details are within the Statement Of Objectives (SOO), if interested submit your proposals/ quotations with cost to the primary e-mail address listed within this notice. This solicitation is being issued on a unrestricted basis to allow for full and open competiton. The associated NAICS code is 541712 Research and Development offeror must be registered in System For Award Management (SAM) at ( www.sam.gov ) per FAR 52.212.1 lack of registration in sam will qualify contactor as ineligible for award. All responsible sources may submit a quotation in response to this solicitation which shall be considered, this solicitation is being used as a Request For Quotation (RFQ) for a firm fix price type contract based on the lowest price technically acceptable. The Naval Medical Research Center (NMRC) intends to award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantages to the government.
