- The Naval Surface Warfare Center Panama City Division, Panama City, FL intends to award a sole source firm fixed price commercial order to Harris Corporation, 1680 University Ave., Rochester, NY 14610-1839 for the following item(s): Nine (9) each RED Antenna Controller P/N 321981-102 Nine (9) each BLK Antenna Controller P/N 321981-101 Forty-Two (42) each Panel Antenna P/N 3209029-101 Twelve (12) each Panel Antenna Mounting (One 3-Panel Array) P/N 3217188-101 (OPTION FY14) Three (3) each RED Antenna Controller P/N 321981-102 (OPTION FY14) Three (3) each BLK Antenna Controller P/N 321981-101 (OPTION FY15) Three (3) each RED Antenna Controller P/N 321981-102 (OPTION FY15) Three (3) each BLK Antenna Controller P/N 321981-101 (OPTION FY16) Five (5) each RED Antenna Controller P/N 321981-102 (OPTION FY16) Five (5) each BLK Antenna Controller P/N 321981-101 (OPTION FY17) Five (5) each RED Antenna Controller P/N 321981-102 (OPTION FY17) Five (5) each BLK Antenna Controller P/N 321981-101 These slightly modified (ruggedized) Commercial Off-the-Shelf (COTS) items are being requisitioned in support of the LCS Multi-Vehicle Communication System (MVCS). These items are manufactured by the Harris Corporation, 1680 University Ave., Rochester, NY 14610-1839. This action is unsuitable for full and open competition for the following reasons: The hardware is the only hardware, which, based on government testing results, meets the necessary commercial and military certifications and weight restrictions. The end items being purchased were specifically tested as part of the MVCS and are the only items that have been certified through interoperability certification. Currently, no other source meets the certification requirements for interoperability with the MVCS. The COTS items being purchased were specifically tested, evaluated, and certified as part of the MVCS. Other COTS items would require extensive engineering testing and certification, which would result in the required deliverable dates not being achieved. Currently, no other source meets the certification requirements for interoperability with the MVCS. Delivery is required six (6) weeks after award. FOB Destination: Delivery Point Destination is the Naval Support Activity Panama City, Receiving Officer, Building 100, 101 Vernon Ave. The Solicitation number is N61331-13-T-2501. The applicable NAICS Code is 334220, FSC is 5820, and the small business size standard is 750 employees.
