Description
NASA/GSFC has a requirement for fabrication, delivery and installation of a Vapor-Phase Deposition system for surface modification coatings with the minimum technical requirements and acceptable performance standards, for the Detector Development Laboratory at NASA Goddard Space Flight Center. This also includes training, documentation and verification sample depostion. NASA/GSFC intends to purchase the items from Integrated Suface Technologies, Inc. (IST). IST has manufactured the RPX-540 Deposition System which meets the current requirements for microshutter project which is to fabricate microshutter arrays (MSA) for James Webb Space Telescope (JWST). IST's RPX-540 Deposition System is built with precisely controlled precursor delivery system. This delivery system allows controllable chemical vapor deposition on MSA suface. The IST's Deposition System is also built with a RF plasma tool that allows suface treatment. IST's RPX-450 Deposition System has a chamber capacity that is large enough for our MSA hybrid assemblies. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing via e-mail not later than 2:30 p.m.(EST)on Monday, March 25, 2013. The capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
