Description
Solicitation number N00164-13-R-JQ59 will be issued as a request for proposals on a full and open competition basis. The solicitation will be published to the Government Point of Entry (this website, and those listed below) on or about FEB 21, 2013, and proposal(s) will be due by no later than 2:00 PM (EST) 15 APR 2013, in accordance with the procedures authorized by FAR SubPart 15. This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. The Government requires Patrol Boat - Electro-Optics Systems (PB-EOS) - min 1 max 142 and associated CLINS (ie: repair, upgrade, training, and Provision Item Order (PIO) spares). The anticipated ordering period is 5 years with an anticipated minimum quantity of 1 each and a maximum quantity of 142 each for the PB-EOS. The anticipated contract type is a fixed price Indefinite Delivery Indefinite Quantity. The delivery shall be FOB destination, NSWC-Crane, 300 Highway 362, Crane, IN 47522-5001. It is anticipated that Initial delivery of 1 unit will be required within 120 days of award. Additional delivery dates will be specified in individual delivery orders. This requirement will be negotiated on a full and open competition basis in accordance with FAR 6.101, that contracting officers shall promote and provide for full and open competition in soliciting offers and awarding government contracts. Interested parties can download the solicitation from the two websites listed above. To be eligible for award, contractors must be properly registered in the Government System for Award Management database (SAM). Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220, or via the Internet at www.sam.gov. Contractors must be registered in the Joint Certification Program (JCP) in order to receive attachments. Offerors may obtain Information about JCP is located at https://www.dlis.dla.mil. RFPs are in portable document format (PDF). No hard copies of the solicitation will be mailed. Interested sources must download from the www site listed. To download and view these documents, you will need the latest version of Adobe Acrobat Reader. This software is available free at http://www.adobe.com. The attachments will be posted to FBO at the same time the solicitation is posted. All changes to the requirement that occur prior to the closing date will be posted to FBO and NECO. It is the responsibility of interested vendors to monitor FBO and NECO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
