- 1. The statutory exception permitting other than full and open competition for this acquisition is 10 USC 2304(c) (2) and FAR 6.302-2, Unusual and compelling urgency 2. RRMC's Uninterruptable Power System (UPS) went down in the middle of the night. The system is an Eaton System and the parts that were required could only be purchased from Eaton. The UPS is back up power system in the event the electricity would go out - so the parts needed to be purchased immediatly and replaced to meet RRMC's mission requirements. 3. Impact: The effort to contract with full and open competition would cause delays and there is a risk that the URGENT and COMPELLING requirement would not be met. This could result in an adverse result in the event of a LIFE THREATENING emergency.
