The Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE) on behalf of the Bureau of Ocean Energy Management (BOEM), intends to competitively award a Firm-Fixed-Price (FFP) type of contract as a result of this notice. There are no set aside restrictions. The BSEE, Acquisition Operations Branch, is the contracting office for this procurement and the resulting contract administration. The period of performance of the resultant contract is expected to be five (5) years from the date of award. The Arctic Nearshore Impact Monitoring in Development Area (ANIMIDA) and continuation of ANIMIDA (cANIMIDA) started in 1999 and, has provided baseline data and monitoring results for chemical contamination, turbidity, Boulder Patch productivity, and subsistence whaling in the vicinity of oil industry development in the Beaufort Sea Outer Continental Shelf (OCS). The purpose of the current effort, Arctic Nearshore Impact Monitoring in Development Area (ANIMIDA) III, is to reconstitute monitoring in the OCS in an enlarged development area within the Beaufort Sea during the performance period of the study, which will coincide with continued production from Northstar, development and production from Liberty, and Camden Bay delineation and potential future development. In addition, this project will also facilitate monitoring efforts that would extend the Diversified Biological Observatory arrays into the Beaufort Sea.
