- Description
- The Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, Maryland, Naval Test Wing Atlantic (NTWL) has a requirement to provide aircrew support services in support of the NTW test mission. This requirement is for Unmanned Air Systems (UAS) flight crew, flight test engineering, flight scheduling, and technical support services to ensure completion of mission essential testing and evaluation for the Unmanned Air Systems Test Directorate (UAS TD) at Naval Air Systems Command (NAVAIRSYSCOM), Naval Air Warfare Center Aircraft Division (NACWAD) Patuxent River, Maryland. The estimated level of effort is 94,080 hours over the five-year period of performance; approximately 18,820 per period. The place of performance is Patuxent River outlying field, Webster Field at St. Inigoes, Maryland. The Government's intent is to award a single contract to the offeror who provides the best overall value, with award anticipated 1 September 2013. The period of performance will be for a base year plus four one-year options, for a total of five years of performance from date of award. A performance-based statement of work will be used. The resultant contract will be on a cost type basis; therefore the successful awardee will be required to have an adequate accounting system upon contract award. The solicitation will be offered for small business set-aside competition under NAICS code 488190 (Other Support Activities for Air Transportation) with a size standard of $30 million. The Product Service Code is AC15, R&D, Defense Aircraft and Operational System Development. The effort is currently being performed by Wyle Laboratories, Inc, under CPFF contract N00421-08-C-0025. Prospective offerors should note that this notice only pertains to the UAS aircrew and support requirements in the current contract. The solicitation for the portion of the current requiring aircrew for manned air vehicles has been posted on FBO for full and open competition under solicitation # N00421-12-R-0013; the portion requiring scheduling and ground support functions will be posted for total small business competition under solicitation # N00421-12-R-0049.
