This sources sought does not constitute an Invitation for Bids, Request for Proposals, nor a Request for Quotations, and is not to be construed as a commitment by the government to issue a contract or otherwise pay for the information solicited. RESPONSE DUE DATE: 28 FEB 2013, 2:00 PM CST In addition to the technical requirements listed below, please identify: 1. Any issues concerning the compliance with the standard commercial provision and clauses as outline in Federal Acquisition Regulation (FAR) Part 12. Please review this regulation and FAR Provisions and Clauses 52.212-01 through 52.212-05 (including deviation). 2. Any issues concerning the Buy American Act/Free Trade Agreement provisions and clauses. 3. Size standard of potential manufacturers (i.e. are they small business or large business?). 4. Any other issues or concerns not address here. The purpose of this sources sought synopsis is to identify potential businesses having the capability to provide refurbished/remanufactured from salvage back to original manufacturer's specifications or new Valve Assembly meeting the below salient features. Scope: This notice contains the minimum technical requirements to furnish a valve that is a 14" NPS X 10" port ball valve with an electric valve actuator. Codes and Standards: The valve design shall be compliant with: ASME B16.10 Face to Face & End to End dimensions of valves ASME B16.34 Valves - Flanged, threaded & welded end API 598 Valve inspection and test MSS SP-25 Standard marking system for valves, fittings, and flanges MSS SP-55 Quality standard for steel castings for valves, flanges and fittings MSS SP-61 Leakage for Metal Seated Ball Valves Valve Material: Valve body and end connections: ASTM A105 type carbon steel, 316 stainless seat inlay material. Ball and seat assembly: 410 stainless steel, chrome carbide coated Spring disc: 17-4 PH Stem: 17-4PH, ASTM A564 type 630 Bonnet Gasket: ASTM A182-F6a, XYLAN coated Bolting: A193 Grade B7 studs, Grade 2H nuts Packing: polymer "polymyte" Anti extrusion ring: 316 stainless steel Combined valve and actuator weight: Approximately 14,000 lbs Valve is to be delivered with carbon steel lifting lugs. Actuator: Type: Electric, multi turn worm gear drive, 90⁰ turn gear box Model: AUMA combination SA16.2...GS500 multi turn worm gear drive, part turn gear box, high torque application Motor: 3-phase, 60 Hz, 480 volt, nominal 7 h.p. / 5 kw, 3360 rpm, 12 full load amperes Duty Cycle: One 90⁰ valve turn every 15 minutes Elapsed Time for 90⁰ turn: approximately 2 minutes (116 seconds per preliminary quotation) Manufacturer's life cycle rating: 4000 open-close cycles Local controls: Manual override hand wheel with a provision to permit padlock lockout on the operator mode selector switch so as to be able to secure the valve for system maintenance purposes. Position indication: Open/Closed limits, 24 volt, 4-20 mA D.C. A continuous mechanical position indicator, arrow type, shall be provided to give rough visual indication of the valve position. Materials: Cast iron gear box housing, bronze worm gear End Stop: 100⁰ degree turn capable, adjustable mechanical end stop, to protect gearbox and valve stem from excessive torque, to be factory adjusted prior to delivery of the ball valve. Lubrication: O-ring sealed, grease filled gear box for low maintenance. Configuration: Installation takeout length is 58.5 +/- ¼". End connections are Grayloc TM 14" NPS, half recessed seal ring size 106 Orientation: The valve will be installed with horizontal flow through the valve from South to North. The actuator will be on top of the valve. Personnel access to the valve actuator and manual override hand wheel will be from the West side of the valve. Limited access is possible from the East side, but is in close proximity to a wall with poor ingress and egress. Sealing Capability: The valve is of a floating ball design, and shall have the preferred high pressure end clearly marked with a flow direction arrow or similar marking. Electrical utilities: Motive power is 480 volt, 60 Hz, 3-phase power. 110 Volt A.C. is available for the local controller power. Limit switch indication, and discrete open shut command instrumentation power shall be 24 volt D.C. Service Conditions: Media: High pressure air, with nominal 50⁰ F dew point at 4000 psig, with some 20 to 100 micron iron oxide rust particulate content. Maximum design pressure is 4400 psig. Minimum pressure during normal isolation service is 1200 psig. Temperature resulting from typical blow down air source varies from 100⁰ F ambient down to -20⁰ F at end of blow down operation. Location: The valve will be installed indoors, in an area that does not have explosion proof rating requirements. Ventilation of the indoor area maintains temperature between 45⁰ and 100⁰ F. Cleaning: All parts to be visually clean, except for lubricant applied as intended per the manufacturers design. All interested parties who believe they can meet the above requirements are invited to submit in writing a complete information package describing their capabilities to provide this Ball Valve Assembly, to include any cut-sheet drawings and material Bill of Material (BOM) Please include your company name, point of contact, address, telephone number, Duns & Bradstreet Unique Numbering System (DUNS) number, and Commercial and Government Entity (CAGE) code. Please identify your firm's small business status and category (i.e. Small Business, Woman Owned Small Business, HUBZone, Service Disabled Veteran Owned Small Business, 8(a), etc.). The North American Industry Classification System (NAICS) code for this work is 332911. The small business size standard is 500 or less employees. Potential offerors must be registered in SAM to be eligible for payment from any Department of Defense activity.
