Bids are being solicited under solicitation number VA250-13-Q-0177_01. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation is issued as an invitation for bids (IFB), unless otherwise indicated herein.If your company can provide the product/services listed on the solicitation and comply with all of the solicitation instructions, please respond to this notice. GSA Schedule Bids Only: Sellers bidding on this opportunity MUST have the items requested on an existing GSA Schedule. The Schedule must either be in the Seller's name or the Seller must be able to document its ability to act as an agent of a partner's Schedule. Sellers must not bid more than their applicable contract ceiling price, excluding the FedBid Fee, for contract-specific items. If FedBid receives notice that, due to inclusion of the FedBid Fee, the Selected Bid's line item pricing is higher than the Selected Seller's applicable published government contract pricing, the FedBid Fee will be reduced to ensure the Selected Bid's line item pricing does not exceed the Selected Seller's applicable contract pricing. Fabric grade 3, vinyl- Article Mystic #RAL 7006. No floor mounting glides. Salient Characteristics Required: Chair weighs 71 lbs. minimum Separate seat and back with fully welded 1-1/2 metal frame. Frame available in any color without upcharge. No floor glides. Covers are zippered for easy removal for cleaning. Seating comes assembled, not KD. Different fabric on seat and back, known as contrast, is available with no upcharge. Dimensions: seat H 18.0 seat W 22.0 arm H 26.0 total H 35.0 total W 25.0 depth 26.5, 25, EA; LI 002, Patient chair with arms and heavy duty highback, single seat with sled base. # 4201HHD Campanion series Fabric grade 3 - Article Mystic #RAL 7006. Poly Arms black with ploy arm caps. No floor mounting glides. Salient Characteristics Required: Chair weights 38 lbs. minimum Chairs are a one piece seat and back with a fully welded 1-1/4 metal frame. Frame is filled with added weight for safety and it is closed at the floor. Frame is available in any color. Tamperproof hardware is used and is essential in Mental Health. Zippered covers are glued shut and pulls have been removed for additional safety. Chair comes assembled, not KD. Dimensions: seat H 18.0 seat W 21.0 arm H 27.0 total H 45.0 total W 26.0 depth 27.0, 25, EA; LI 003, Delivery and installation: delivery from factory. Dealer shall contact VA upon receipt of order to set up delivery and installation time., 1, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, VHA NCO 10 - 250 - Dayton, OH intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. A Seller may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. VHA NCO 10 - 250 - Dayton, OH is taking this action in an effort to improve both seller access and awareness of requests and the agency's ability to gather multiple, completed, real-time bids.All responsible Sellers that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Sellers that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. Sellers may not artificially manipulate the price of a transaction on www.FedBid.com by any means. In addition to any VHA buy terms entered in FedBid, the Seller (Bidder) has reviewed and acknowledges any attached solicitation documents, item details, delivery schedule, and/or instructions to Seller (collectively referred to as requirements), and agrees to all terms and conditions set forth in the solicitation documents. While additional support documentation (e.g. Seller Attachments) may be requested, pricing shall be entered as a 'bid' in the reverse auction - offline pricing is not an acceptable bid. At the conclusion of the reverse auction, if attached to the buy, the apparent winning bidder shall be required to complete the solicitation documents prior to award. Sellers certify that they are an Authorized Channel or Reseller as of the date of the submission of its Bid, and that they have the authorization required to support the product sale, product pricing, and product warranties in accordance with applicable manufacturer authorization requirements. Unless otherwise specified, Sellers warrant that the products are new and in their original packaging and the OEM warranties remain in full effect. The Sellers confirm to have sourced all products submitted in this Bid from the manufacturer or through manufacturer authorized channels only, in accordance with all applicable laws and the manufacturers current applicable policies at the time of purchase. If software is provided or included, Sellers shall, upon request, provide Buyers with a copy of the End User License Agreement. Sellers certify that all manufacturer software is licensed originally to the Buying organization as the original licensee authorized to use the software. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. Sellers shall be registered in SAM within five business days of FedBid auction closing in order to be considered for award.
