- TEAP Subcontract/SOW THIS IS A SUBCONTRACTING OPPORTUNITY The Carl D. Perkins Job Corps Center, operated by Horizons Youth Services for the Department of Labor, is seeking a qualified Trainee Employee Assistance Program (TEAP) Specialist (Substance Abuse Counselor). This requirement consists of seventeen (17) hours per week/48 weeks per year of on-site services. Deadline for proposals will be February 28, 2013, 2:00 pm EST.
