- Description
- FEMA seeks to acquire on an other than full and open competitive basis functional, data and systems consulting services (non-developmental) in support of FEMA's financial system of record, the Integrated Financial Managment Information System (IFMIS). IFMIS is a proprietary specialized legacy computer system which transacts and houses all financial documents for the Office of the Chief Financial Officer (OCFO). In addition support will be provided to the PARS system, a payment system used by non-disaster grant offices to apply for grant payments. The vendor will provide transactional data analysis support in association with new and developing financial government regulations as well as any training or technical documentation for functional application. IFMIS/PARS is a Commercial Off-the Shelf (COTS) software package which is owned and developed by Digital Systems Group, Inc. (DSG). DSG has licensed its computer software, IFMIS, to FEMA with Restricted Rights as a perpetual site license since 1994. Currently, functional, data and systems consulting services for IFMIS are being provided under task order HSFEHQ-09-F-1410 persuant to GSA contract GS35F07603. Authority for sole source is FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. The anticipated period of performance is for a base of one year with 4 one year options. A Justification for Other Than Full and Open Comptetition will posted after award. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. All responsible sources interested in submitting a capability statement may do so via e-mail to the listed POC. Hand delivered, postal or express mailed responses will not be considered.
