- The USCG Surface Forces Logistics Center, IBCT Product Line, intends to issue a solicitation for Major Stern Tube Seal Assembly Replacement Parts, WARTSILA DEFENSE INC PART NUMBER: JCL001169-000, QTY: 5 EA and Log Shaft Seal Assembly Replacement Parts Kits, WARTSILA DEFENSE INC PART NUMBER: US-76463-01, QTY: 5 EA. Delivery shall be F.O.B. Destination to Baltimore, Maryland 21226-5000. It is the Government belief's that only Wartsila Defense, Inc. can furnish the required parts and ensure the proper, fit, form, and function. At the present time, this acquisition is expected to be issued as a sole source to Wartsila Defense, Inc. The technical information for the intended parts is proprietary to Wartsila Defense. The proprietary information was not obtained at the time the original equipment was purchased; therefore we are only soliciting for the exact OEM items. Interested Sources that possess the capabilities of obtaining the required technical, engineering and manufacturing data from Wartsila Defense Inc. and possess the capabilities to supply the requested kit can submit information regarding capabilities within 10 days of this announcement. This information must include: 1) Complete and current engineering data to demonstrate the acceptability of the offered parts (i.e. salient physical, functional and serviceability characteristics) and 2) Data that the offered parts have been satisfactorily manufactured for the government or the original equipment manufacturer. This data must include sufficient information to allow the Coast Guard to evaluate the provided information relative to the above requirement. Concerns that respond to this notice shall fully demonstrate the capability to accomplish the above and are to supply pertinent information in sufficient detail to demonstrate a bona fide capability to meet the requirements. THE INTENT OF THIS NOTICE IS TO CONFIRM IF THERE ARE ANY OTHER COMPANIES CAPABLE OF PERFORMING THESE SERVICES. IN THE ABSENCE OF RESPONSE FROM ANY FIRMS THAT BELIEVE THEY HAVE THE CAPABILITY TO PERFORM THIS REQUIREMENT, THE US COAST GUARD INTENDS TO NEGOTIATE WITH WARTSILA DEFENSE INC FOR THE REQUIREMENT. NO OTHER NOTICE WILL BE PUBLISHED UNTIL AWARD IS MADE. In addition, the U.S. Coast Guard is seeking in accordance with FAR 19.1305, if your firm is HUBZone certified or FAR 19.1404 if you firm is SDVOSB and intends to submit an offer on this acquisition, please respond by e-mail to HYPERLINK mail to : sandra.a.martinez@uscg.mil or by fax (757) 628-4676. Contractors are reminded that should this acquisition become a HUBZone set aside, SDVOSB Small Business or Small Business set aside, FAR 52.219-3, Notice of Total HUBZone Set-Aside or 52.219-27, Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside or 52.214-6, will apply, which requires that at least fifty (50) percent of the cost of personnel for contract performance be spent for employees of the concern or employees of other HUBZone small business concerns. Your response is required by the close of business on March 1, 2013. All of the above must be submitted in sufficient detail for a decision to be made on a HUBZone or Service-Disabled Veteran-owned Small Business set aside. Failure to submit all information requested may result in a small business set-aside. A decision on whether this will be pursued as a HUBZone or SDVOSB small business set aside, or a Small Business set aside, will be posted on the FedBizOps website at: http://www.fbo.gov.
