Description
I. Introduction: This sources sought notice is for information and planning purposes only, and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). The VA is currently conducting market research to locate qualified, experienced and interested potential sources. Responses will not be considered as proposals, nor will any award be incurred by interested parties in responding to this sources sought announcement. The Veterans Health Administration (VHA) is seeking interested sources (contractors) for a near-future solicitation and procurement of multiple eBook and eJournal Archive Collections as stated in Section III below. At this time, no solicitation exists. Therefore, PLEASE DO NOT REQUEST A COPY OF THE SOLICITATION. II. Background: The Department of Veterans Affairs (VA) Veterans Health Administration (VHA) requires an existing commercial off the shelf web based product referred to as Archive Collections and purchased ebooks and ejournals that will be made available throughout the VHA healthcare system via one (1) enterprise wide license agreement with a vendor that can offer all of the required titles. (See Section III Below). These products include sources online fulltext journals and ebooks of the Archive Collections; no substitution of journal titles is acceptable, unless a title is no longer being published. III. Requirements: The following Titles are required by the Department of Veterans Affairs: 1.Anatomy.tv (StatRef - Teton) 2.Wiley Dental and Psychology Backfiles Collection 3.Oxford University Press Medicine Archives Collection 4.Radiological Association of North American Radiology Legacy Collection (1923-1998) 5.Thieme a.Endoscopy b.Experimental and Clinical Endocrinology & Diabetes c.Facial Plastic Surgery d.Hormone and Metabolic Research e.International Journal of Angiology f.International Journal of Sports Medicine g.Journal of Reconstructive Microsurgery h.MIN - Minimally Invasive Neurosurgery i.Pharmacopsychiatry j.Seminars in Hearing k.Seminars in Interventional Radiology l.Seminars in Liver Disease m.Seminars in Musculoskeletal Radiology n.Seminars in Neurology o.Seminars in Plastic Surgery p.Seminars in Reproductive Medicine q.Seminars in Respiratory and Critical Care Medicine r.Seminars in Speech and Language s.Seminars in Thrombosis and Hemostasis t.Skull Base Surgery u.The Thoracic and Cardiovascular Surgeon 6.American Physiological Society - APS Journal Legacy Content 7.Endocrine Society - The Endocrine Legacy (1917-1996) 8.Annals of Internal Medicine -Backfile AIM 1923 -1992 9.Annual Reviews Biomedical/Life Sciences Collection 1932-2013 10.LWW Ebook Updates 2013 11.Wiley Subject Collection Books a.Allergy and Respiratory Medicine b.Biochemistry c.Cardiology and Cardiovascular Medicine d.Cell & Molecular Biology e.Clinical Microbiology f.Clinical Psychology g.Dentistry h.Dermatology i.Endocrinology and Diabetes j.Gastroenterology & Hepatology k.Hematology l.Immunology m.Microbiology & Virology n.Neurology o.Neuroscience p.Nursing q.Obstetrics & Gynecology r.Oncology & Radiotherapy s.Pharmaceutical & Medicinal Chemistry t.Pharmacology u.Surgery 12.JBJS Archives: Perpetual access to JBJS archives (1889-1995) IV. Submittal Information: Contractors having the skills and capabilities necessary to perform the stated requirements should submit a response of no more than 15 pages in length, single spaced, 12 point font minimum. The Government will not review any other data or attachments that are in excess of the 15 pages. Companies should provide clear and unambiguous evidence to substantiate their capability to fulfill these requirements. Interested parties shall furnish the following minimum information: 1.Company name and address 2.Company point of contact name, telephone number and email address 3.Company business size and status (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Women-Owned Small Business, etc.), the number of years in business, affiliate information: parent company, joint venture partners, potential teaming partners 4.If the company holds a Federal Supply Schedule (FSS) Contract, list the GSA Contract Number and relevant SINS 5.Capabilities/Qualifications: A written response providing clear and unambiguous evidence to substantiate the capacity to fulfill this requirement. Description of the capabilities/qualifications/skills your company possesses to perform services described in the scope of work. 6.Past Experience: Brief summary of the company history relative to similar requirements. Offer may provide the following information on a maximum of three similar projects for which the responder was a prime or subcontractor. a.The name, address, and value of each project. b.The Prime Contract Type, Firm Fixed-Price, or Time and Material. c.The name, telephone and address of the owner of each project. d.A description of each project and why it is relevant to this requirement. Include difficulties and successes. e.Your company's role and services provided for each project. 7.What kinds of performance assessment methods are commonly used? 8.What are the common qualifications of the people who are providing these services? It is requested that the above information be provided no later than 02/28/2013 at 12:00PM EST. Responses should be emailed to Jonathan Chisholm at jonathan.chisholm@va.gov. All email correspondence for this project must reference the RFI Number, Project Identifier and Project Title in the subject line of the email. Example: RFI VA-701-13-I-0072, Backfile Procurement.
