- This is a SOURCES SOUGHT NOTICE only. Responses to this notice will be used for information and planning purposes. No proposals are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS OR PRICING AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. Responses to this sources sought are not a request to be added to a prospective bidders list or to receive a copy of the solicitation The VA Black Hills Health Care System (NCO 23) is seeking sources to provide boiler inspection services per the following statement of work: STATEMENT OF WORK Contractor shall provide all labor and material to perform boiler inspections for the VA Black Hills Health Care System with facilities located at Fort Meade and Hot Springs, SD all in strict accordance with contract specifications. Contract provides for one base year and four additional option years. Inspections are to be performed on the following equipment during the noted months and years. As per VHA Directive 2008-062, Inspections must be performed by a qualified professional boiler inspector who meets one or all of the following criteria: a.Boiler inspector who has a valid commission from the National Board of Boiler and Pressure Vessel Inspectors. b.Boiler inspector who is regularly employed as a boiler inspector by a jurisdiction which has adopted and administers one or more sections of the American Society of Mechanical Engineers (ASME) boiler and pressure vessel code as a legal requirement, and has a representative serving as a member of the ASME conference committee. c.Boiler inspector who is regularly employed by an insurance company which has been licensed or registered by the appropriate authority of the state of the United States to write boiler and pressure vessel insurance. Offeror is required to provide a copy of any or all certifications along with the bid package. d.Upon award of contract, Contractor shall provide the name, address, and telephone number of the individual who will be performing the maintenance inspections required under this contract. EXTERNAL INSPECTIONS: 1.External inspections of the boiler(s) shall include examination of the boiler and its appurtenances and connections while the boiler is in service, filled in idle, on empty. 2.No particular preparation shall be done by the VA for the external inspection other than providing the inspector with convenient access to the steam generating unit and its connections. INTERNAL INSPECTIONS: 1.Internal inspection of the boiler(s) shall include examination as described above and complete examination of the firebox and the fire and water side of drums and tubes, and all linings, baffles, etc. 2. The VA shall remove the boiler from service, drain the boiler, and open manhole covers to provide access to the firebox and drums. In the event that the boilers cannot be made ready for internal inspection on the scheduled date, the Contractor shall be notified and the inspection rescheduled. INSPECITON REPORTS: 1. Contractor shall supply and use AF Form No. 1222 for each boiler. Section III, "Action Taken on Recommendations", shall not be filled out by the Contractor. 2.Contractor's Boiler Inspector shall forward his/her report to his/her office. The original signed, typed report and two copies shall be forwarded to Facilities Management Service, VA Black Hills Healthcare System 113 Comanche Rd, Fort Meade, SD 57741 and two copies forwarded to Facilities Management Service, VA Black Hills Healthcare System, 500 N. 5th St., Hot Springs, SD 57747 no later than five days after inspection. 3.All service representatives shall physically report to Facilities Management Service, Building 89 (Fort Meade), Building 14 (Hot Springs) before and after service is performed. Please note that all contractor paperwork, service tickets/reports, etc. shall be verified by the Operations Foreman or the Engineering Manager of the receiving service by affixing their signature.
