Description
The National Institutes of Health (NIH), Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD), intends to procure one year preventative maintenance agreement for the FEI Tecnai T20 transmission electron microscope (TEM) from FEI Company. The Institute intends to purchase this service by other than full and open competition under the authority of the Federal Acquisition Regulations (FAR) 6.302. The service to be performed in the proposed contract shall include planned maintenance, onsite service visits, access to FEI technical support, labor, parts/consumables, and software upgrades. FEI Company is the manufacturer of the Tecnai T20 TEM. The TEM is mainly computer controlled and the electronics are highly sophisticated, requiring certified engineers to provide maintenance. FEI Company is the only authorized service (repair and maintenance) provider for the Tecnai20 microscope. To the best of the Governments knowledge, FEI Company is the only organization that can offer engineers trained by the manufacturer to provide service and maintenance on this equipment. This notice of intent is not a request for competitive quotations; however, all responses received within 15 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is solely for the purpose of determining whether to conduct a competitive acquisition. Offerors who are capable of providing at a minimum, fifty-one percent (51%) of the required/actual services of this solicitation, may request a copy of the Request for Quotation (RFQ) in writing to the Contracting Office Address listed or via email to: muckt@mail.nih.gov prior to the closing date of this notice or before February 27, 2013 at 10:00 am EST. It is anticipated that RFQ - NIH-NICHD-13-026 will be available fifteen (15) days after the publication date of this synopsis. Receipt of quotations will be due ten (10) days after the release of the RFQ. All requests for quotations must have a valid email address. Email quotations must contain offerors name, address, telephone number and an authorized company representative signature. Any questions regarding this announcement must be sent via email to muckt@mail.nih.gov and must include solicitation # NIH-NICHD-13-026 in the subject line of email. PLEASE NOTE: In order to receive an award, contractor must be registered and have valid certification in the System for Award Management (SAM) [formerly CCR].
