Description
Acceptance Test Plan (ATP) Technical Documents Requirements (TRD) SOURCES SOUGHT NOTICE The 96th Test Wing (TW), Air Armament Center (AAC), Eglin AFB, Florida is issuing a sources sought notice for sources capable of providing Solid State Flight Recorders (SSFR) in support of Department of Defense developmental and operational flight test requirements related to a variety of weapon system platforms. The SSFR shall comply with the data format specified within the IRIG standards, IRIG 106-11, Chapter 10. The government will accept and evaluate units capable of demonstrating compliance with IRIG-106-11 Chapter 10. Six (6) minimum requirements must be met. The contractor must demonstrate the ability of their SSFR to: 1) simultaneously record any two (2) different channel data types of multiple channels consisting of MIL-STD-1553, Pulse Code Modulation (PCM), Ethernet, and Video/Audio while synchronized with external IRIG time IAW IRIG-106-11 requirements. For example, time synchronized data recording of (2 or more) channels of MIL-STD-1553, (2 or more) channels of video, (2 or more) channels of PCM Streams, with optionally one channel of Ethernet data. 2) be configured from IRIG-106 Chapter 9 Telemetry Measurement Attribute Standard (TMATS) setup records. 3) provide Indexes and Events IAW IRIG-106-11 Chapter 10 Standard. 4) be provided with compliant Removable Memory Module (RMM), to include internal oscillator and bilingual IEEE1394B interface and sanitization commands and a valid STANAG directory and file structure interface IAW IRIG-106-11 Chapter 10 Standard. 5) demonstrate the ability to record any redundant channels of either of the following data types: MIL-STD-1553, PCM, ARINC 429, ETHERNET, Video, with PCM programmable rates from 1 to 20 MBS, IAW IRIG 106-11 Chapter 10 in packed and throughput modes. 6) Record MIL-STD-1553 F16 WMUX data in MIL-STD-1553 Bus Data Packets, Format 2 (Bus 16PP194 Weapons Bus Data). In order to demonstrate compliance, 96 TW personnel will generate a data file with contractor furnished equipment for evaluation. The validation tool that will be used for the evaluation will be provided by 96 TW to allow potential sources to test their respective data prior to evaluation by 96 TW personnel. In addition the Technical Requirements Document (TRD) and Acceptance Test Procedure are provided. All questions as they pertain to this Sources Sought Notice need to be received by our office NLT 20 February, 2013, 12:00 pm CST. Submit all questions via email to all POCs listed below. Provide a UNCLASSIFIED abstract (no more then two pages) containing the company name/title and company technical capabilities. Also include a short UNCLASSIFIED presentation (no more then 20 slides) demonstrating the companies ability to meet the governments needs as described in this Sources Sought Notice and the TRD. All abstracts and slides are to be received by this office NLT 25 February 2013, 4:00 pm CST via email to all POCs listed below. The information received will be reviewed and a formal invitation will be sent to selected companies by NLT 28 February 2013 to participate in a Industry Day event that will be held on March 12, 2013 from 9:00am - 4:00pm CST.
