- Justification and Approval This is a notice of intent that the United States Special Operations Command (USSOCOM) intends to award a sole source to Owl Computing Technologies, 38 A Grove St., STE 101, Ridgefield, CT 06877-4664. USSOCOM's requirement is to procure the software and maintenance for 12 months under NAICS code 334119 for the following: CLIN0001: OCDS-SFF-0155-LFE-SNTS-01 (Qty2) Owl Cross Domain Solution (OCDS) one way data transfer solution, supports up to 155 Mbps (15 MB/sec) transfer rate. Includes Owl's Secure Network Transfer System software application (SNTS), supports 32 concurrent connections of UDP, TCP and file transfer data streams. Contains isolated Send-only and isolated Receive-only Linux servers connected via Owl's Dual-Diode communication cards connected via fiber opticlink. Includes Secure Linux operating system and Owl's Role Based Access Control menu system (RBAC). Includes two (2) 40GB solid state data disc drivers for storage, one (1) discper side of the OCDS CLIN0002: ATSO-SFF-0155-LFE-SNTS-01 (Qty2) Annual Technical Services Option for Owl Cross Domain Solution Small Form Factor (OCDS-SFF) one-way data transfer solution, supports up to 155Mbps (15 MB/sec) transfer rate. Support for Owl's Secure Network Transfer System software application (SNTS), supports 32 concurrent connections of UDP, TCP and file transfer data streams. Supports isolated Send-only and isolated Receive-only Linux servers connected via Owl's Dual-Diode communication cards connected via fiber optic link. Includes Secure Linux operating system and Owl's Role Based Access Control menu system (RBAC). Continued one (1) year of Owl Hardware Warranty and Owl Software Technical Services (Hotline Service & Support, Software Updates) This notice is not a request for offers. The contractor identified is the only known source for the subject requirement. However, any other responsible vendor believing they have the capability of meeting the requirement may submit their capabilities to include their quote to establish the potential of meeting the Government's need. The anticipated date of award is 28 February 2013. The Government intends to negotiate with only one source under the authority of the Federal Acquisition Regulations 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. In accordance with FAR 6.302-1(a)(2)(ii), these items are determined to be peculiar to one manufacturer and not available from any other sources. All responses from responsible sources will be considered. Any such responses must be in writing and include part numbers with the quote. A determination by the Government not to compete the proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
