- Combo for food services, Al Dhafra AB, UAE. 1. This is a combined synopsis/solicitation for commercial services is a request for quotation, prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are thos in effect through Federal Acquisition Circular 2005-62. 2. The 380th Expeditionary Contracting Squadron intends to award competitively a contract for Dining Facility Food Services at Al Dhafra Air Base, Abu Dhabi, United Arab Emirates. Contractor is to provide all personnel, equipment, tools, transportation, labor, and supplies required in accordance with the attached Performance Work Statement (PWS) to maintain Food Service operations 24 hours a day, for 12 months, for 4000+ personnel. 3. From this solicitation a single award Firm Fixed Price, non-personal service contract is expected to be awarded on a Lowest Priced Technically Acceptable with Acceptable Past Performance basis. The contract phase in is expected to commence 1 May 2013 with full operations no later than 1 June 2013, and will include a base year plus four option years. 1 May 2013 is only estimation and is subject to change at the discretion of the Contracting Officer. The Government has no obligation to exercise options, even though the options will be included in the overall price evaluation. 4. A site visit shall be held with all interested offerors desiring to inspect the job sites, ask questions, or seek further information relative to the specifications of the solicitation. The site visit is estimated to be held on 4 March 2013, at a time to be determined. All interested offerors wishing to attend shall complete and submit all required paperwork to 380 ECONS by 20 February 2012 in order to get a base pass. These procedures are outlined in the PWS. Each Contractor will be limited to no more than two (2) attendees. 5. The offeror must comply with Section L, 52.212-1, "Instructions to Offerors-Commercial Items" and Section M, 52.212-2, "Evaluation-Commercial Items" of solicitation FA5706-12-R-0039 when submitting a proposal. Also, clauses 52.212-4, and 52.212-5 apply to this acquisition, and can be found within this solicitation. 6. A complete proposal, including past performance questionnaires, MUST be received no later than 15 March 2013 at 1600 hours Local Time, Abu Dhabi, United Arab Emirates (0700 EST). 7. Please note that proposals submitted through e-mail should not exceed 9MB due to size limitations. The proposals should be broken into separate emails and labeled 1 of 5, 2 of 5, 3 of 5, etc. Any proposals that are late as a result of e-mail issues shall not be considered for award. It is the responsibility of the offeror to ensure proposals are submitted by the deadline. Zip files will not be accepted.
