- ******PLEASE CONTACT MARY BRINKLEY/ARCS ONLY FOR ALL TECHNICAL QUESTIONS OR CONSIDERATION REGARDING THIS ANNOUNCEMENT. MARY BRINKLEY'S/ARCS CONTACT INFORMATION IS IN THE BODY OF THIS SOLICITATION****** NASA/MSFC has a requirement for (5) five SPECTRACOM MODEL GSG-L1 PSEUDOLITE units. NASA/MSFC intends to purchase the items from Spectracom. The Spectracom Model GSG-L1 Pseudolite is a unique product that sends out RG signal GPS L1 (1575.42 MHz, 50 bps (GPS) or 250 bps (SBAS)) in a portable box of size (5.5x5.5x2.8).The functionalities and size of the Spectracom Model GSG-L1 Pseudolite are the only ones that meet the Governments requirements. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Mary.M.Brinkley@nasa.gov no later than 4:30 p.m. local time on February 18, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
