- The NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Department, Philadelphia Office intends to issue American Systems on an other than full and open competitive basis, a cost plus fixed fee contract for the Command and Control (C2) Capability Development, Requirements and Management to the Joint Staff J6 for the period from 01 June 2013 through 31 March 2014. The estimated level of effort is 37,149 man-hours. Performance of the required services requires that contractor personnel possess a current Top Secret (TS) Clearance and the contractor to possess and maintain a Top Secret (TS) facility clearance from the Defense Security Service. This is an interim action and the resultant contract will provide the requiring activity with the necessary services while the contracting office solicits and awards a contract or contracts through competitive procedures. American Systems is currently providing the required services under task order W91C9G-07-D-0002 Task Order 0014 and is the only qualified source that can assist with the C4/Cyber capabilities analysis, reviewing Joint Capabilities Integration and Development System (JCIDS) requirements documentation, and providing support to technology and capability assessments. Loss or delay of this effort will jeopardize both ICD development continuity and ability to successfully accomplish technical and staffing collaboration with the USAF for JROC approval. The ongoing technology assessments and support to monthly Functional Capability Boards (FCBs) and the Joint Capability Board (JCB) are also in sensitive stages of both technical assessment and development. Without continued support, the mission Joint Staff J6 as well as those of the Combatant Commands who rely on these airspace management capabilities will be jeopardized. American Systems is the only qualified contractor who has the experience, personnel, and expertise to maintain the continuity of services without disrupting the mission of the Joint Staff J6 by 01 June 2013. The solicitation will be made available electronically, upon its release, at www.neco.navy.mil. Interested parties are solely responsible for monitoring the above mentioned website for posting of the solicitation and any amendments thereto. Interested persons may identify their interest and capability to respond to this requirement by 28 February 2013. This notice of intent is not a request for proposals. However, the Government will consider information received by 28 February 2013. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based upon responses received is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice. The NAICS code is 541330 and the small business size standard is $14M.
