NEW ACQUISITIONS PROCESSING AND OFF-SITE STORAGE SUPPORT PROGRAM (NAP) General Information: Document Type: Presolicitation Notice Solicitation Number: LCLSC13R0008 Posted Date: February 13, 2013 Original Response Date: March 28, 2013 Current Response Date: March 28, 2013 Original Archive Date: Current Archive Date: Classification Code: 99 - Miscellaneous NAICS CODE: 493110 - General Warehousing and Storage Contracting Office Address Library of Congress Office of Contracts and Grants 101 Independence Ave SW Washington, DC 20540 Description New Acquisitions Processing and Off-Site Storage Support Program (NAP) The Library of Congress, Collection Access, Loan and Management Division (CALM) intends to enter into a contract with a base and four (4) option years, with qualified entities to provide the human resources necessary to perform the activities in following initiatives: New Acquisitions Processing (NAP); Selecting and Pulling Items for Off-Site Storage; Off-site Storage Facility Processing; Fixed location/Alternative shelving Arrangement Processing; Shelfreading; Preservation-related Activities in the Library Buildings on Capitol Hill and the Library's off-site storage facilities at Fort Meade, MD and Landover, MD. The performance will take place in the Library Buildings on Capitol Hill and the Library's off-site storage facilities at Fort Meade, MD and Landover, MD. During the course of this contract, additional off-site facilities may also be acquired by the Library depending on available funding. However, even when working at Fort Meade, Landover or any other local off-site facility, the base of operations will remain as Capitol Hill, Washington, DC "Local off-site storage facility" is defined as being within 35 miles of Capitol Hill. These tasks will consist of reviewing each incoming item to the general collections and comparing it with the Integrated Library System (ILS) record to ensure accuracy of the bibliographic, holdings and item records; updating the item status and (where applicable) the item location; thinning the collections in designated stack areas by pulling items according to specific criteria; processing general collections items for transfer to off-site storage and applying appropriate labels to the physical piece; shelf reading; conducting preservation-related duties such as rehousing and stabilizing materials in the collection; and any related tasks. The approximate date of release of the RFP is February 27, 2013 and the approximate date of closing is March 28, 2013. Contract awards are tentatively scheduled to be announced in July 2013. Offerors will also be asked to submit technical and cost proposals for the New Acquisitions Processing and Off-Site Storage Support Program (NAP). Contractor selection will be based on evaluation of proposals in accordance with FAR 15.101-2, Lowest Price Technically Acceptable Source Selection Process. The acceptability of the technical proposal will be evaluated with respect to the four (4) major factors listed below. Factor 1. Understanding Requirements/Technical Approach Factor 2.
