Description
The VA Pittsburgh Healthcare System (VAPHS) has a requirement for Medical Physicist Services at University Drive, Pittsburgh, PA 15240. This is not a request for bids, quotes or proposals. This is a SOURCES SOUGHT announcement only. The purpose of this notice is to conduct market research and obtain information from qualified businesses. The responses to this announcement will assist in determining whether a socioeconomic set-aside is feasible. The Veterans Administration is required by Public Law 109-461 to give first priority to Service-Disabled Veteran Owned Small business (SDVOSB) and Veteran-Owned Small Business (VOSB) concerns if there should be sufficient firms available to compete under a set-aside. If insufficient veteran-owned or small business response is received to establish the basis for setting this action aside for other than large business participation, then the action will be advertised for full and open competition. The contract period is expected to a base year with four option years. The VAPHS primary caseload is an adult population, generally consisting of prostate, head/neck, and lung cases; and the daily average is forty (40) patients per day treated with radiation. The Radiation Therapy Department is staffed by one (1) contract Radiation Oncologist, one (1) Chief Tech, four (4) Techs, one (1) contract Dosimetrist, one (1) RN, one (1) LPN, and one (1) Secretary, in addition to the contract Medical Physicist. The Medical Physicist(s) shall provide full and complete on-site physics coverage on a daily basis Monday-Friday, 7:00 a.m.-4:30 p.m. and as needed off tour coverage for the Radiation Therapy Service, VAPHS, University Drive, Pittsburgh, PA 15240. The coverage will include, but not be limited to, the following 'Professional Physics Service Schedule.' Coverage also includes adequate assistance in the total management of the patient. The personnel providing this coverage will also (1) be available for consultation and didactic discussions in person unless phone or e-mail is determined sufficient by the VAPHS, and (2) provide education and present in-service/training programs for Radiation Therapy personnel. The Medical Physicist will verify QA/QC checks have been performed on imaging equipment located on the University Drive and Heinz campuses. Results will be kept on the departmental share drive so that it can be verified by personnel reviewing the quality assurance checks. The contractor will provide up to 2.25 full-time equivalents (FTE) Medical Physicists to perform the requirements of this contract (up to 40 hours a week). The medical physicist(s) providing service under this contract must be board certified in Therapeutic Radiological Physics by the American Board of Radiology or the American Board of Medical Physics. The North American Classification System Code (NAICS) is 541690 with a size standard of $6.5 million.
